🧵CIA chief Bill Burns: “The key to success lies in preserving Western aid for Ukraine. At less than 5% of the U.S. defense budget, it is a relatively modest investment with significant geopolitical returns for the United States and notable returns for American industry.
“Keeping the arms flowing will put Ukraine in a stronger position if an opportunity for serious negotiations emerges. It offers a chance to ensure a long-term win for Ukraine and a strategic loss for Russia; Ukraine could safeguard its sovereignty and rebuild,
“while Russia would be left to deal with the enduring costs of Putin’s folly. For the United States to walk away from the conflict at this crucial moment and cut off support to Ukraine would be an own goal of historic proportions.” foreignaffairs.com/united-states/…
“No one is watching U.S. support for Ukraine more closely than Chinese leaders. China remains the only U.S. rival with both the intent to reshape the international order and the economic, diplomatic, military, and technological power to do so.”

“In this volatile, divided world, the weight of the ‘hedging middle’ is growing. Democracies and autocracies, developed economies and developing ones, and countries across the global South are increasingly intent on diversifying their relationships to maximize their options.”

“If past is precedent, Washington ought to be attentive to rivalries between the growing number of middle powers, which have historically helped spark collisions between major ones.”
“The crisis precipitated by Hamas’s butchery in Israel on Oct. 7…is a painful reminder of the complexity of the choices that the Middle East continues to pose for the U.S….the United States has to navigate with care and discipline, avoid overreach, and use its influence wisely.

🧵Delaware Democratic Sen. Chris Coons, close to Biden, after meeting humanitarian officials: “I had a sobering and informative conversation today with leaders from Catholic Relief Services, Oxfam America, and Save the Children to discuss the humanitarian crisis in Gaza.
“All 3 just returned from travel to Gaza & the West Bank and recounted the bleak reality for Gazan civilians & the challenges their aid workers face in the region. We also discussed the troubling allegations against 12 UNRWA employees & how we can continue to maintain critical
“services to address the hunger and desperation of the people of Gaza.

“In Congress, I continue to fight for lifesaving aid for Gaza and to express concerns about the civilian consequences of Israel’s military campaign against Hamas. I am grateful for those aid workers from

ICJ Judge: Recent information indicates that 25,700 Palestinians have been killed. Over 63,000 injuries have been reported, over 360 (? thousand?) housing units have been destroyed or partially damaged, and approximately 1.7 million persons have been internally displaced.
ICJ Judge Donoghue: “The court takes note in this regard, of the statement by the UN Undersecretary General for Humanitarian Affairs and Emergency Relief Coordinator, Mr. Martin Griffiths on five January 2024, I quote, ‘Gaza has become a place of death and despair.’”
“Families are sleeping in the open as temperatures plummet. Areas where civilians were told to relocate for their safety have come under bombardment, medical facilities are under relentless attack. A public health disaster is unfolding.”

DoD official: As far as..any assessment of the success of the strikes, as well as any collateral damage, those specifics will be forthcoming…

Right now I can emphasize to you that these targets were very specifically selected for for minimizing the risk of collateral damage.
We were absolutely not targeting civilian population centers.

We were going after very specific capability and very specific locations with precision munitions.
Senior admin official:

In terms of where this falls on the menu of potential options, what I will say is..this was a significant action & conducted with every objective & every expectation that will degrade in a significant way the Houthis’ capability to launch exactly the sorts

🧵Jake Sullivan: We are still talking about trying to find a way forward on hostages. We’re talking about sustaining and expanding the humanitarian assistance into Gaza. And we’re talking about the status of Israel’s miltary operation as it defends itself
Sullivan: Right now. Hamas is refusing to release civilian women who should have been part of the agreement. And it is that refusal by Hamas, that has caused the end of the hostage agreement, and therefore the end of the pause in hostilities.
Sullivan: The President and I, along with Secretary Blinken and CIA director Burns, will stay in touch with our Israeli and Qatari counterparts as well as our Egyptian counterparts to press Hamas on this issue.

🧵NYT: Israeli officials obtained Hamas’s battle plan for the Oct. 7 terrorist attack more than a year before it happened, documents, emails & interviews show. But Israeli military & intel officials dismissed the plan as aspirational, considering it too difficult for Hamas
“to carry out.
The approximately 40-page document, which the Israeli authorities code-named ‘Jericho Wall,’ outlined, point by point, exactly the kind of devastating invasion that led to the deaths of about 1,200 people. …
“Hamas followed the blueprint with shocking precision. The document called for a barrage of rockets at the outset of the attack, drones to knock out the security cameras & automated machine guns along the border, & gunmen to pour into Israel en masse.. all which happened Oct. 7.
