First of all, I believe these are just allusions. Hoyo are referring to themselves, maybe to highlight that Fontaine history is cyclic. So, no, I donβt think that Wrio is related to Remus more than thematically.

Scylla and Remus made a promise. But they failed. Now this promise is being kept by another dragon and another king. Donβt forget that Meropide is independent from Fontaine. So Wrio IS a ruler: Fontaine and Meropide, law and order, upper world and underworld, etc.
Wriothesley and Neuvillette represent the two pillars of Fontaine and thematically correspond to Remus and Scylla (not a sovereign, but still a white dragon who was building a future for people).

Well, first of all, itβs interesting that both OSTs are Greek (eleusis, parousia) + Latin (the rest). Iβm pretty sure it was done on purpose. Both eleusis and parousia are related to The Second Coming (biblical). They are close in the meaning but not interchangeable.
