Of this 36,500, 23,000 are Foreign Students on Foreign Student visas which at least used to ban political activity (I do not know if that is still the case).

Well, I tried to find out the cost of similar public toilets with modern fixtures at some Florida communities, and I found that in one case, Toilets equivalent to what was just opened in San Francisco, were installed plus all infrastructure (Plumbing) for under $15,000 eash.

The practice of counting the Omer begins on the evening after the First Day of Pesach. It continues for exactly 7 weeks, 49 days.

It commemorates the period between the Exodus from Egypt and the advent of the Jewish Nation and the time the Torah was given to the people, defining our history, our connection to HaShem and one another, and our culture.
2)

The Omer was originally a measure. It was the ration of manna (מן) allocated per person provided each day except Shabbat for survival.

Originally, for 1300 years, the “counting of the Omer” was considered to be a happy time. Spring. Great weather before the heat of summer.
