When stopping a kettle, you have to understand what is at your disposal.
So we are going to separate this into a number of scenarios.
First up, let's talk about location Defense with inferior numbers.

If you are staging a Defense & you have inferior numbers, keep in mind that does not equal a loss, it means adaptation. If you are surrounded & have shields, you can form a shield circle & maneuver as a group to a vantage point that will make the encirclement weaker.

(4/?) Alternatively, using the same scenario you can pick a single spot in a tightened encirclement & attack it to break the kettle.
Once a hole is formed, you rush through it with shields protecting the inner group who's collective weight provides the force necessary to escape.

(5/?) You have to keep forcing the hole more & more open to keep the pigs from closing it back up and encircling your allies behind you.
If you lack shields this is *much* harder but the basic tactic is the same. It may just require more active dearrest maneuvers during it.

(6/?) If you are not defending a single spot & see a kettle forming, you may attempt to "be water" or flow throughout the battlezone to avoid being trapped.
Remember, the police can't kettle you if you don't give them a location to stage a kettling formation.

If you aren't endangered of being kettled but are instead being sieged in a building, locate the entrances & barricade them first.
Your best bet of surviving that scenario is to have allies outside of the siege to encircle the police. Speaking of which...

If you out number the police, especially if you have shields, barricades, or reinforced banners, you can-and should If circumstances provide- kettle the police instead.
Surround & form an encirclement, with interlocked shields, & press them into a circle.

(9/?) That's just the basic tactic. If the pigs charge a force of superior numbers, you can allow the center of your formation to enact a coordinated retreat and move the outer ranks to the side. This forces the enemy into a U shaped center, like filling a bowl.
(10/?) Once this happens, empty the back line and have them surround the sides of your own formation and then perform a full encirclement.

(11/11) If you have projectile units you can even perform a double envelopment.
