Greene’s article shows that he does not understand Russia. Its current boundaries require and are rooted in genocidal imperialism. The regions already “empower” the Kremlin via economic exploitation if democracy were allowed disintegration would follow.

Indeed the process has in a sense already commenced but the nature of this empire and the structure of its population with ethnic Russians being a majority who also espouse core values that allow for exterminators violence to shore up the empire arrested disintegration
And allowed a “reform” and reset of the empire on two previous occasions. So if we view Russia as having bucked the trend when there were imperial collapses post WW1 and WW2 due to the factors above and indeed securing a temporary expansion
We can perhaps see the process unfolding. It has been arrested again now but whether the empire persists depends on Chinese patronage and China has its own claims to land seized by the Russian empire.
That it might return by soft colonisation while waiting for the imperial centre to cease functioning
