Now the real policy wonks , we know the following:
-States like Kentucky do not voluntarily share criminal data
-this means the FBI’s data via UCR is already wrong because KY (their State Police are absolute worst) intentionally withholds crime data
Hence why every annual report by the DOJ specifically states that States like Kentucky don’t share or voluntarily supple the data

Prediction: 9-12 months from now Congress & DOJ will produce a substantial report showing some (not all but some) of these protest were coordinated with a known foreign adversary.
