1/ Pressures from the war in Ukraine are reportedly contributing to a massive staff shortage in Russia's internal security forces. The Interior Ministry is said to be short of 152,000 staff. As a result, it is reportedly "paralysed" and unable to do its job of fighting crime. ⬇️ Image
2/ The VChK-OGPU Telegram channel reports that Interior Ministry head Vladimir Kolokoltsev recently told Russia's Federation Council (the Russian legislature's upper house) that his ministry was short of 152,000 personnel. This figure had increased by 150% in the last 6 months. Image
3/ This follows reports last year about tens of thousands of vacancies in the Ministry of the Interior (MVD), with many policemen and other security personnel quitting to find better prospects elsewhere. The situation appears to have got worse since then.
4/ According to an Interior Ministry source, this is due to a combination of cumbersome recruitment processes, competition from the military due to better salaries being offered to go and fight in Ukraine, and a steady exodus of demoralised employees.
5/ New employees must pass a military-medical examination and obtain various pieces of paperwork for employment (presumably for vetting purposes), which takes 6 months. Once they join, they must undergo 6 months of training. It therefore takes a year for them to be operational.
6/ Many employees have quit to go to much better-paid jobs fighting for the Russian army in Ukraine. Even better-paid employees in senior roles such as heads of departments and divisions are said to be "at a low starting point" compared to the military.
7/ Excessive bureaucracy and mismanagement within the MVD are also cited as factors. According to VChK-OGPU's source, the flow of resignations increased after it became clear that Kolokoltsev would be staying in his position.
8/ "The reason for this is the fact that [the MVD's] work is completely paralysed, employees are puzzled by tasks unfamiliar to them, as well as instead of a real fight against crime there is paperwork, assignments, checks, and reports."
9/ The Interior Ministry's problems illustrate how the pressures of the war in Ukraine are hollowing out other elements of the Russian state. As previously reported, the result has been a rise in crime, with many serious offences including rape and murder going unsolved. /end

2/ The journalist, Vologda region reporter Antonida Smolina, was photographed wearing a yellow down jacket with a cloudy blue sky in the background. After the picture was published on her social media (probably VK) page, she was denounced by a certain Valery Nikolaevich P.
3/ According to Smolina, the complaint stated that she was "photographed in a yellow down jacket against the blue sky, thereby causing associations with enemy symbols, discrediting our government and army." A policeman came to her house to interview her.

1/ A memorial to the lost sailors of the Russian missile cruiser Moskva has been unveiled in Sevastopol, two years after the ship's sinking on 13 April 2022. However, many relatives and some of the surviving crew, including the captain, were not invited to the ceremony. ⬇️

2/ The memorial is dedicated to the sailors of the 30th Surface Ship Division. It was erected opposite the place in Sevastopol harbour where Moskva used to dock, and was unveiled on Saturday 13 April 2024. Most of those named on it were Moskva crew members.
3/ Photos of the memorial have recently been published. It comprises a slab two meters high and about five meters long, three stones with the names of 20 of the dead crew members and one other sailor at the foot of the slab, and a stone with an engraved image of the ship.

1/ Units from Russia's 'Afrika Korps' are reportedly to be withdrawn from Africa and sent to Russia's Belgorod region on the border with Ukraine. Its organiser, GRU Lieutenant General Andrei Averyanov, is said to be under a cloud for failing to achieve his goals in Africa. ⬇️ Image
2/ The VChK-OGPU Telegram channel reports that preparations are being made to withdraw Afrika Corps detachments and dispatch them to Belgorod, the scene of recent incursions by the Ukraine-supported Russian Volunteer Corps. Image
3/ The Afrika Korps was created following Wagner Group leader Yevgeny Prigozhin's death in 2023, as a means of taking over Wagner's operations in Africa and bringing them under the control of the Russian Ministry of Defence.

1/ Russia is considering a return to producing low-quality gasoline to make up for shortages caused by Ukrainian attacks on its oil refineries. However, this is likely to cause damage to vehicles, which owners may find difficult to repair due to a shortage of spare parts. ⬇️ Image

1/ The companies formerly owned by Yevgeny Prigozhin are reportedly undergoing a financial collapse, losing over a billion rubles since his death last year. The Russian Ministry of Defence is no longer buying rotten food from his companies after years of complaints.⬇️ Image
2/ 'We can explain' reports that financial statements for the companies that belonged to Prigozhin – and are mostly now managed by his son Pavel – show that almost all of them fell into the red in 2023. They comprise a mixture of catering and construction firms.
3/ The heart of Prigozhin's business empire was Concord Management and Consulting LLC, the parent organisation of the Concord group of companies, which included catering, construction and media enterprises. CMC LLC and its subsidiaries lost nearly 104 million rubles ($1.1 m).
