Police then make a big and, most importantly very public show of how they can't arrest anyone. This is key. The media then heaps praise upon it and eases coverage to legitimize the "protest". The campus goes soft on the agitators, further signalling this is an approved action. 2/
Federal law enforcement is either kept away by local authorities, or merely refuses to make any arrests. This usually flows directly through the Democrat party infrastructure this way via the Mayor's office, such as when Seattle's mayor declared the infamous"summer of love". 3/
