Workers started to pack up around 10pm, but were told at 11pm by election officials to continue to scan the remaining ballots.

A water leak occurred very early morning on Nov 3, 2020, before counting had started. Some news outlets misreported the nature and timing of the leak.

The "suitcases" were official ballot containers. Workers filled, sealed and stowed away uncounted ballot crates under tables when packing up, before being told to continue scanning.

Uncounted ballots were stored in ballot boxes, sealed and placed underneath tables in a certain order so the staff would know where to begin the next day. [SEB2020-059]

According to scanner logs and online ballot images, the ballots scanned on election night were only tabulated once. The monitor noted scanners had been jamming regularly. A batch is only tabulated after it has scanned successfully.

The out-of-context quote is from a Dec 2022 Georgia Record article with an incomplete and inaccurate transcript.
They chose not to include Ruby's answers about the ballots in the containers: honest ballots

Observers are allowed, not required. There is no law that observers must be present during counting.

The observers at State Farm Arena chose to leave while ballots were still being scanned.
