Criminal investigation/prosecution: In November 2025, the Department of Justice indicted her (along with her brother and others) on federal charges including conspiracy to steal approximately $5 million in FEMA disaster relief funds (overpayments to her family’s health care company via a COVID-19 staffing contract), money laundering, theft of government funds, and campaign finance violations. Prosecutors alleged the funds were funneled to support her 2021 special election campaign and for personal use (e.g., a diamond ring). She pleaded not guilty; a criminal trial was pending as of March 2026.

Ethics investigation: The House Ethics Committee began its probe in 2023 (following a referral from the Office of Congressional Ethics). In a rare public hearing in March 2026, the adjudicatory subcommittee found her guilty of 25 out of 27 alleged violations of House rules and the Code of Ethics for Government Service (including improper receipt and commingling of funds, campaign finance infractions, and using her position to benefit allies). The full committee was expected to recommend punishment (potentially including expulsion). The ethics findings stemmed directly from the same conduct as the criminal case.Image

Criminal investigation/prosecution:
Four former employees have alleged sexual violation to include rape.

A decade-old counterintelligence probe (2011–2015) examined his ties to Christine “Fang Fang” (a suspected Chinese intelligence operative who assisted with fundraising and placed an intern in his office during his 2014 campaign). The FBI gave him a defensive briefing around 2015; he cut ties and cooperated. The FBI and DOJ found no wrongdoing or brought charges.

Ethics investigation: The House Ethics Committee investigated starting in 2021 and closed the matter in 2023 with no findings of violations and no further action. In March 2026, reports emerged that the FBI (under Director Kash Patel) was reviewing/compiling the old investigative files for possible release (at the direction of Trump administration officials). Swalwell called it a political abuse of power, sent a cease-and-desist letter, and stated the case was closed years ago. No new ethics probe was opened.

Lately, we’ve seen a surge of Israeli arrests in the US from underage child sex crime to attempted terrorism. If you’re wondering why there’s a surge, one clue is the fact that Israel was admitted into the US Visa Waiver program in September 2023, which allows its citizens to travel to the US without a visa request.

For years, Israel lobby pushed Congress to approve Israel for the Visa Waiver program. During Congressional hearings, our Intel community went into full alarm, testifying NOT to approve because Israel has crossed the line with their spying.

"Despite the enormous extent of Israel’s illegal covert operations within the US targeting innocent and unsuspecting Americans, the clandestine agents involved are granted virtual immunity from arrest by pressure on top politicians from wealthy and powerful pro-Israel groups like AIPAC. It is a situation that greatly frustrates many in the FBI. It means bureau personnel are constantly required to close their eyes when it comes to criminal activity by Israel.

According to I.C. Smith, a former top FBI counterintelligence officer, “Dealing with the Israelis was, for those assigned that area, extremely frustrating. The Israelis were supremely confident that they had the clout, especially on the Hill, to basically get [away] with just about anything.” Another former top intelligence official said, “You catch them red-handed, and they shrug and say, ‘Okay now, anything else?’”

At one point, as angry senior US intelligence officials were testifying about Israeli espionage in secret sessions before the House Judiciary and Foreign Affairs Committees, that frustration spilled out in public. “US intelligence officials trooped up to Capitol Hill to tell U.S. lawmakers considering visa waivers for Israelis that Jerusalem’s spying here had ‘crossed redlines,’” wrote Newsweek’s Jeff Stein. The extent of the spying was “quite shocking,” one staffer who was there told Stein, adding that he found the testimony “very sobering…alarming…even terrifying.” Others called it “unrivaled” and “unseemly,” and noted that “it has been extensive for years.” And a former staffer who attended a similar classified briefing exclaimed, “No other country close to the United States continues to cross the line on espionage like the Israelis do.”

Despite their warnings, on September 27, 2023, Israel-funded lawmakers in Congress approved Israel for the Visa Waiver program.Image
