Who is behind #Project2025?

At least 140 people who worked in the Trump admin have played a part in developing this manifesto, a dream/plan for the next Conservative Administration.

This #ReadProject2025 thread covers Project 2025’s Advisory Board, authors, and contributors.
The #Project2025 Advisory Board is a coalition of conservative organizations, many of which hold extremist views and positions, from rolling back and limiting women’s and LGBTQ+ people’s rights, to racism and xenophobia.

The Common Defense (6 of 6)

In the final portion of chapter 4, the writers discuss their perceived reforms needed in U.S. Cyber Command, Special Ops Forces, Nuclear deterrence, and Missile Defense.

The only note I have in this first section is that the writers believe that USCYBERCOM to end efforts to secure our elections from cyber threats. Why? Just… why?Image

More of the same arguments as past sections related to upgrading systems. No major issues there although it does seem like the writers view war and conflict in the world today through an antiquated lens. Perhaps we need to spend less money and effort on the old ways, and focus on the future.Image

Missile Defense… they have a lot of ideas… and they clearly have little actual knowledge in this area.

First, the Left does not argue that missile defense is destabilizing. That’s wrong.

Next, GBIs cost between $70 and $90 MILLION each. NGIs cost over $111 MILLION each. Not that I’d argue against being prepared to defend the Homeland, but where exactly is the money going to come from for this?

They also recommend an additional interceptor site on the east coast… this is a poor use of funding. An additional site would cost between $4 and $5 BILLION to build and around $100 MILLION per year to operate. We have to consider the cost/benefit analysis here against actual threat. This makes no sense.

The writers also claim that regional missile defense capabilities are limited. That’s just not true.

Finally, the writers suggest current policy is NOT defending the homeland. That is a lie. They seem to be able to minimally google basic info about the MDS, given that, they could easily find information related to Homeland Defense.

The cost of their suggestions overall is exorbitant and they have no suggestions for how to pay for these things.Image

#Project2025 Section 1, Chapter 2 (pages 43-50): a 🧵

Executive Office of the President of the United States (1 of 3)

This chapter begins with another call to end Agency independence and consolidate power into the Office of the President, as well as another demonization of Federal Agencies, repeating the lie that they’re weaponized against the people. They are not.

It’s a weird thing to see references to “returning power to the people” when the entire structure they are setting up is intended to give the President nearly unlimited power over a significant portion of our government and society through his “agenda.”

In fact, the writers of Project 2025 suggest using the OMB to control Agencies’ budgets, wielding their funding as a weapon to ensure that they are only acting on the will of President, or else they lose funding.Image

Page 47 notes support for “PAYGO” which is budget neutrality law, signed by Obama, to ensure Congress not enact any new laws that would increase projected deficits. The writers note it needs to be reintroduced, but it is currently in effect.

Deficits under Trump were at record highs (for peacetime). It has always struck me as odd when Republicans tout his economic record because it’s really not good:



Page 48 introduces an alarming idea that the OFFP, which sets policy for companies contracting with the Federal government, should ensure that only companies which align with the President’s agenda (no wokies) should be awarded Federal contracts. This suggestion goes beyond controlling the government, this is the President wielding power to control company policies and practices in the private sector, forcing companies to ideologically align with whoever is elected if they want to be awarded contracts or grants.

They also intend this for the Federal Workforce, using the OPPM to rate/review Agencies based on alignment with the President’s agenda, and if they don’t, using DNP to withhold funding until they fall in line.

Page 49 starts with rare credit to President Biden regarding the Made in America Office, worth pointing out since they spend most of their time demonizing him.

This portion is full of EOs and regulation the writers want maintained or reinstated immediately, so we’re going to hit on what each of those are quickly, keeping in mind while some of these may seem reasonable on the surface, it’s important to look into and understand the impacts of each of these, in your own time.

🔹EO 12866 (Clinton) - relates to regulatory review rules, including who reviews, timing, and type of analysis required (e.g. cost-benefit). This is a current EO.

🔹EO 13891 (Trump) - aimed at prohibiting federal administrative agencies from issuing binding rules through guidance documents. Rescinded by Biden.

🔹 EO 13771 (Trump) - Directed agencies to identify at least two existing regulations for repeal in place of every new regulation and manage expenditure so that the total cost of new regulations does not increase. Rescinded by Biden.

🔹EO 13777 (Trump) - instituted regulatory caps and allowances for federal agencies and required each agency appoint a Regulatory reform officer (RRO) and a regulatory reform task force. Rescinded by Biden.

🔹EO 13982 (Trump) - required federal administrative agencies to provide the public with fair notice of regulations. Rescinded by Biden.

🔹EO 13893 (Trump) - related to PAYGO (which was active legislation at the time). Required agencies to consider the costs of their administrative actions, take steps to offset those costs, and curtail costly administrative actions. Rescinded by Biden.

🔹 EO 13924 Section 6 (Trump) - directed federal agencies to remove regulatory barriers to economic activity and adhere to a set of fairness principles in adjudication and enforcement. This was part of a COVID regulatory relief EO. Rescinded by Biden.

🔹 EO 13979 (Trump, two days before his end of term) - aimed to increase executive control of agencies by preventing career staff at agencies from authorizing regulations. Rescinded by Biden.

🔹 EO 13980 (Trump) - required agencies to notify regulated people when violating regulations carries criminal penalties. Rescinded by Biden.

🔹EO 13132 (Clinton) - aims to limit the issuance of administrative regulations with associated federalism implications. It guarantees the Constitution's division of governmental responsibilities between the federal government and the states.
This is a current EO.

🔹EO 12630 (Reagan) - intended to ensure that government actions affecting the use of private property are undertaken on a well-reasoned basis with due regard for the potential financial impacts imposed on the government.Image

#Project2025 Section 1, Chapter 1 (pages 29-42): a 🧵

White House Office (2 of 2)

In this second entry on chapter 1, the authors continue explaining roles and responsibilities of critical positions and offices within the White House Office. This portion covers the Offices of Communications, Legislative Affairs, Presidential Personnel, Political Affairs, Cabinet Affairs, Public Liaison, and Intergovernmental Affairs, as well as various White House Policy Councils, and the Offices of the Vice President and the First Lady/First Gentleman.

As with the previous entry, this section is mostly informational, descriptive, and non-political, however there are a few highlights worth covering.

Immediate RED FLAG in the portion in the Office of Communications…the authors of Project 2025 note there is no legal entitlement for the Press to have permanent space on the White House campus and suggest that perhaps the media having space there should be “reexamined.”

The authors also suggest a change in the nature of the relationship between the White House and the White House Correspondents. It is not clear specifically what they mean here, but what is clear is that there is intent to continue the Right’s demonization of the Press and a desire to push them out. This can only lead to far less transparency and we should all reject this and cry foul from the rooftops.Image

In the section about Policy Councils on page 38, the writers, without going into detail, provide a short list of immediate action items the next Conservative President will need to address:
🔹China
🔹Immigration
🔹The “Left’s aggressive attacks on life and religious liberty” (as if those are actual real problems)
🔹Reversing regulation and policies related to energy production, to promote energy production (psst…more energy is being produced in the U.S. than any other time in history, we are importing less energy than any other time in history, and the U.S. is now a net energy exporter)
🔹Confronting “wokeism”

Another note on the Policy Council section… the writers suggest the President minimize the number of detailees to the National Security Council “to ensure more direct Presidential control.” If there is one thing that is made crystal clear throughout this document, it’s that loyalty to the President and consolidated control are paramount.Image

Current inflation in the U.S. is 3% and is trending downward. In fact, inflation rates in the U.S. are lower than in most of the world - map below ().

Point #2 Continued escalation in drug overdose deaths

Drug overdose deaths are actually falling in 2024 after a sharp increase between 2019 and 2020 (when Trump was President).

When Biden took office, the sharp increase continued his first year, flattened out in the second, and by the third year, began to fall.

Since Jan 2023, the reported drug overdose death rate has fallen 6.7%.

What is #Project2025?

A blueprint for the next Conservative administration, one intended to guide policy for societal change.

This “Mandate for Leadership” isn’t new and in 2017, Trump’s admin embraced and attempted to enact nearly 2/3 of the 2017 plan.

Pillar 1 is a plan for managing Federal Agencies.

It is a conservative, consensus view of how they want major federal agencies to be governed and provides different courses of action for the next President to choose a path, when the authors disagreed on one.
Pillar 2 is their plan for installing loyalists across the federal government.

It’s a personnel database that allows coalition members to review and voice appointment, hiring, and policy recommendations to the new administration.
