This piece has been months in the making, but NSA Sullivan's speech last month really capped it off.
What's the new world going to look like? The craziest architecture you've ever seen.
It's not that Biden's team lacks an agenda. In fact, it's an incredibly ambitious one: reversing the fundamental logic of capital to seek out lower wages/regulations. Hard to overstate the scale of that challenge
House Financial Services is holding a hearing on "combatting the economic threat from China" right now. Stream here and follow this thread financialservices.house.gov/calendar/event…
Momentum for oversight -- and maybe regulation -- of American investments with China has only grown, GOP committee members told me.
But the scope of their efforts is still an open question. Will it target individual firms, or broader, sector-wide rules?
From Morning Trade:
The witness list here is especially interesting. Includes some of the Trump admin officials who helped shape the new, hawkish trade stance against China.
And a later addition: Peter Harrell, who ran that effort at the Biden NSC until late last year.
Asked Sen. Young if the China bill will pass today but he said he was “actually focused on these Indy 500 photos” John Barrasso was showing him.
So not sure what that portends?
They’re voting on cloture now but it’s unclear how this will shake out. Crapo just told me he doesn’t know the outcome of negotiations on his trade amendment, so doesn’t know or wouldn’t say how he’d vote.
Far as I can tell the key senators are still negotiating as the cloture vote is going on. Sanders voted no over the Blue Origin provision. Crapo, Young, others were huddling on the floor.
Rubio also votes no, told me it could pass if they get his amendments in
Wyden will oppose Crapo amendment against TRIPS waiver, which apparently will get a vote
Cornyn aiming for managers amendment for his China tech transfer provision
Dems holding firm on Davis-Bacon provisions in chips funding
Schumer said at presser GOP was offered four more amendments, still hopes to finish work this week.
McConnell told me he still thinks that’s not enough for GOP to support cloture, but wouldn’t say how he’s advising his caucus to vote yet
We still don’t know whether Crapo’s GSP/MTB reauthorization amendment will get a vote, and there’s jockeying on both sides of aisle to decide what gets to ride
Another unknown is Cornyn/Casey tech transfer, which Casey thinks will pass if it gets a vote instead of manager pkg
NEW: Trump signs executive order banning power grid devices from foreign adversaries
Order focuses on large-scale generation and transmission devices. DOE will create a "pre-qualified" vendor list and identify dangerous devices already on grid
A senior DOE official told me they it's necessary because some utilities were still buying transformers, capacitors and other bulk power system equipment from adversaries cited in the 2019 DNI worldwide threat assessment:
Exactly how widespread is this issue? That's part of what the feds say they want to find out with the EO.
DOE "identify, isolate, monitor, and replace this equipment as appropriate,” the agency told me.
PJM CEO Manu Asthana is addressing a web roundtable now about the MOPR decision
Then at 2, FERC Chair Chatterjee is on an Atlantic Council talk. Will tweet any important updates.
Asthana says "the last four months have been ,,, fascinating"
and maan every PJM stakeholder felt that pause
"I really hope our stakeholders feel they were listened to," Asthana says of the MOPR compliance filing. Nothing yet on DC Circuit suit or whether PJM will join.
