House Financial Services is holding a hearing on "combatting the economic threat from China" right now. So not sure what that portends? They’re voting on cloture now but it’s unclear how this will shake out. Crapo just told me he doesn’t know the outcome of negotiations on his trade amendment, so doesn’t know or wouldn’t say how he’d vote.

NEW: Trump signs executive order banning power grid devices from foreign adversaries

Order focuses on large-scale generation and transmission devices. DOE will create a "pre-qualified" vendor list and identify dangerous devices already on grid

MD PSC Chair Stanek moderates a panel featuring PJM and market participants to discuss FERC's decision to institute a price floor (Minimum Offer Price Rule, or MOPR) for state subsidized nukes and renewables. NRG's Kavulla, a former MT regulator and NARUC prez, handed out these anti-FRR flyers before the panel. The Fixed Resource Requirement is a mechanism states could use to pull out of the capacity market, and NRG says it would be a "major reversal" for competitive markets.

RFF's Cleary giving a MOPR overview now. Great primer if you're catching up! Cleary notes that existing renewables and some new ones may be able to win exemptions from the MOPR. But folks in the renewables space have said the unit-specific process is too complex and isn't workable in its current form

We're here at FERC HQ for a pre-filing conference on ISO-NE's upcoming fuel security proposal. Stream: ferc.capitolconnection.org

ISO-NE requested the conference to discuss its proposal, to be filed in October, with FERC staff without ex parte rules. FERC directed ISO-NE to devise a fuel security framework after it decided to provide cost recovery for a large Exelon gas plant (and adjacent LNG import facility). But it's quite controversial.
