Since the start of Russia's full-scale invasion of Ukraine, very strange things have been happening in European countries almost every month.
- Migrants protesting against Erdogan appear on the streets of Paris, pretending to be Ukrainians, military plants suddenly catch fire in Germany and England, and saboteurs planning explosions on railways are caught in Poland and the Czech Republic
2/ All of this is a consequence of the new tactics of Russian military intelligence, better known as the GRU.

3/ Through prison to Russia
On March 2, 2024, a police bus brought a dented man with a green plastic bag to Riga City Court. He and two other accomplices were accused of intentional damage to property. 5/ On the Russian side, the crime was supervised by a certain "Wlodek Lach". As the Dossier Center managed to find out, this name was hiding GRU officer Vladimir Lipchenko. A Telegram account under the name "Vlodeka" turned out to be linked to the number used by Lipchenko. The choice of pseudonym was probably dictated by the intelligence officer's roots: he was born in the south of Ukraine, in Nikolaev.
Lipchenko works under the leadership of GRU Colonel Denis Smolyaninov, who has long been no stranger to collaborating with bandits. The operational failure, as a result of which his operations became known to the public, did not hinder his career. On the night of November 30, 2023, graffiti in the form of a Star of David appeared on various buildings in Paris. They were drawn by Moldovan citizens Alexandru Cocii, Galina Gevcan, Maxim Ciugureanu, Vera Ciobanu and Veaceslav Valco. Valco responsibly photographed the inscriptions for a report to the curator. Later, about 250 graffiti with a similar design were noticed in the suburbs of Paris. Presumably, they were supposed to refer to the years of Nazi rule, who marked the houses of Jews with the Star of David. Drawing six-pointed stars was the only purpose of the Moldovans' trip to the city of love.
Chuguryan, Cioban and Valko managed to escape, but Kochia and Gevkan were detained by the police. They said that another Moldovan citizen, Anatoly Prizenko, sent them to Paris, paying for the operation. Before the graffiti incident, Prizenko held pro-Russian views. 9/ The photographer of the action, Vyacheslav Valko, like Prizenko, is related to the Customs Union - he ran

that a man wrote to him on Telegram who allegedly saw Valko on TikTok and shares his civic position. Valko needed to meet people at the Chisinau airport, fly to Paris, and also buy chalk-based spray paint. His contact sent money for expenses in advance. In the group, the person indicated where the graffiti should be applied. 10/ According to a Dossier source close to the presidential administration, GRU officers were also behind this operation to incite anti-Semitism. This scheme — hiding the true customers of the events behind a chain of curators — is becoming increasingly widespread in sabotage operations in the West. 11/ The Dossier Center has already reported that Colonel Denis Smolyaninov regularly used such group leaders, for example, to write anti-Erdogan graffiti in Paris — they were intended to sow tension between NATO countries amid negotiations on admitting Sweden and Finland to the alliance. The perpetrators often do not even realize that they are working for Russian special services.
Group leaders are sought through job search chats among radical or pro-Russian activists, or among representatives of criminal groups.
Ideology is not important for the GRU - for tasks of national importance, far-right and far-left activists are equally well suited.

The group leader asked for 7,500 euros for organizing one such anti-war event. 12/ It is unknown who compiled the document. The Molotov Club itself is not a registered organization, its website has been deleted, but its VKontakte page with 56 subscribers remains.
According to the documents at Dossier’s disposal, one of the founders of the club is former Borotba activist Leonid Ilderkin, also known under the pseudonyms Mikhail Ruvimov, Semyon Shklovsky, and Dmitry Dezhnev. Since 2016, this club has held events together with Anti-Maidan and the Union of Political Prisoners and Political Emigrants of Ukraine.
13/ The document mentions an action that has already taken place in the German city of Duisburg. Some of the people mentioned in the project as foreign contacts also act in the spirit of the organizer's plans. Schemes with such "protest actions" were worked out for several years, and after the start of a full-scale war, the GRU moved on to much more active and dangerous measures. Over the past two years, arson and sabotage attempts have become more frequent in Europe.

17/ Sabotage team
The GRU has assembled a whole team to organize sabotage, protests, and attacks abroad. For such tasks, special operational groups are created in intelligence, which may include specialists from different units, and sometimes from other special services.
This is necessary in order to combine different professional qualities, which became especially important after a series of GRU failures and the mass expulsion of "undercover agents" from embassies.
If earlier sabotage in Europe was mainly carried out by operatives of the infamous military unit 21955, then after the start of the war, it became more difficult and dangerous to personally go on missions. Thanks to this, intelligence officers with good intelligence skills came to the forefront - one of them was Colonel Denis Smolyaninov. He was born in 1976 in Chelyabinsk and graduated from the Chelyabinsk Higher Military Aviation School of Navigators, served in Smolensk.
In the mid-2000s, he moved to St. Petersburg and began working in the 172nd command and intelligence center of the GRU (military unit 64501). Intelligence information flows into such centers for further processing and analysis.

18/ Vladimir Lipchenko, who goes by the pseudonym "Wlodek Lyakh," is Smolyaninov's subordinate. They have been working together for more than a decade: according to documents from Smolyaninov's materials, Lipchenko sent him reports as early as 2011. 20/ His first and second wives were also registered at addresses associated with military intelligence. In addition, Lipchenko's first wife was registered in 2008 in a building known as the "NKVMF House" or "House of the Navy", where naval officers received apartments. 21/ Another person who is highly likely to be part of the GRU sabotage group is the notorious intelligence officer Eduard Shishmakov. Shishmakov is a former attaché at the Russian embassy in Poland, where he worked since at least 2013. However, he did not like this position - Dossier has the officer's stories about an attack by local nationalists, reports on the purchase of cheap embassy vodka, and complaints about the language barrier and the need to constantly write reports. 22/ It is not surprising that Shishmakov became famous not in the diplomatic arena at all - in 2017, the Montenegrin authorities accused him of attempting to organize a coup d'etat in the country with the participation of Serbian nationalists. 24/ Another GRU officer who is likely part of the group is Alexander Sapetko. Like many intelligence officers, he was born in Magdeburg, Germany, where Soviet troops were stationed in the GDR. According to the information, yesterday the aggressor launched two missile strikes (using two missiles), 58 aviation strikes (using 76 CABs), carried out about four thousand shells, 138 of them from reactive salvage systems, used 1041 kamikaze drones.

In the Lyman direction, our troops prevented 20 attacks of occupiers in the areas of settlements of Grekivka, Makiyivka, Nevsky Luhansk region, Terni and Torsky in Donetsk region.
Five attacks were repelled by the Defense Forces in the areas of Spirnogo and Viyimka of the Donetsk region in the Siversky direction.

On the border with the Chernihiv and Sumy oblasts, the enemy maintains a military presence, conducts diversion-intelligence activities, shoots settlements from the territory of the Russian Federation.
At the same time, our soldiers continue to actively inflict casualties of live force and equipment to the occupation troops, depleting the enemy's offensive potential along the entire frontline and in the rear.
Over the past 24 hours, aviation and missile troops and artillery of the Defense Forces hit two artillery systems, the Buk anti-missile complex, the control point of BPLA, 22 personnel concentration areas and OVT.

ISW continues to assess that Russian forces are attempting to make tactically and operationally significant gains before US military assistance arrives to Ukrainian forces at the frontline at scale, and that the initial arrival of Western-provided weaponry will take some time to have tactical to operational effect on the frontline.[3]

Budanov stated that a sufficient quantity of US-provided long-range ATACMS missiles could allow Ukrainian forces to strike the Russian-built Kerch Strait Bridge in occupied Crimea and sever an important Russian ground line of communication (GLOC) between occupied Crimea and Russia.[4]
Budanov stated that Ukraine could isolate occupied Crimea, which the Russian military uses as a rear staging area, by conducting long-range ATACMS missile strikes against the Kerch Strait Bridge. The Russian military continues to use Crimea's GLOCs to transport military personnel, weapons, materiel, and fuel from Russia to the frontlines in Ukraine and reinforced its air defense umbrella to cover occupied southern Ukraine from Crimea.[5]
Ukrainian officials have recently stated that Russian forces have reduced their military logistics transport across the Kerch Strait Bridge, presumably due to efforts to establish logistics lines connecting mainland Russia and occupied Crimea through occupied southern Donetsk, Zaporizhia, and Kherson oblasts, but the Kerch Strait Bridge likely remains essential to maintaining Russia's occupation of Crimea.[6]
- Ukrainian long-range strikes against the Kerch Strait Bridge would sever an important GLOC for Russian forces based in occupied Crimea and likely complicate their ability to maintain their occupation of and basing within the peninsula. The destruction of the bridge would force Russian military to rely on the long route along northern coast of the Sea of Azov and exacerbate vulnerabilities for Ukrainian forces to exploit along the Russian main GLOC.

Current US policy regarding Ukraine's use of Western-provided weapons allows Ukraine to strike anywhere within Russian-occupied Ukraine, which presumably includes using long-range ATACMS to strike the portion of the Kerch Strait Bridge within Ukraine's internationally recognized land and maritime borders.[7]
- ISW assesses that 13 kilometers of the Kerch Strait Bridge — which Russian authorities built without Ukraine's approval following Russia's illegal occupation of the peninsula in 2014 — are within Ukraine's internationally recognized territorial waters. The US policy on the Ukrainian ATACMS use, therefore, technically should allow Ukrainian forces to strike at least a section of the bridge if not the entire bridge.
- Pentagon Spokesperson Major Charlie Dietz also notably stated on June 24 that “Ukraine makes its own targeting decisions and conducts its own military operations."[8]
- Then–US State Department Spokesperson Heather Nauert stated on May 15, 2018, that the US condemns Russia's construction and partial opening of the Kerch Strait Bridge, that the bridge "serves as a reminder of Russia’s ongoing willingness to flout international law," and represents Russia's attempt to "solidify its unlawful seizure and its occupation of Crimea."[9]

Russian agents have blown up his car. They even poisoned his wife.
She survived. He pledged revenge.
When I met the spy chief in his darkened office recently, during a rare interview with a foreign journalist, I asked whether the Russians are still trying to kill him. The poker-faced Budanov shrugged. “It’s normal,” he said.
Then, allowing himself a half-smile, the lieutenant general added: “Let’s put it this way: Since we are talking with you now, it means they are not succeeding.”
There are good reasons why the #Kremlin will continue to try.

#HUR headquarters is located on an isolated peninsula that juts into the Dnieper River. Inside a grim, gray, low-rise block, Budanov’s office is barely lit. He prefers to operate in the shadows — in military operations as well as at his desk.
Behind that book- and paper-laden desk hangs a large painting of an owl sinking its claws into a bat. The HUR adopted the owl as its symbol in 2016, two years after Moscow invaded Crimea, to troll the Russians. The bat is the symbol of the special operations unit of Russia’s military intelligence agency.

Appointed to his post four years ago, the 38-year-old spymaster has been known to lead his men on daring raids into enemy territory. “He is a pirate who loves operations,” an admirer told me. He is also famous for his tight lips.
But in our interview, Budanov spoke openly about the need to expand drone attacks inside Russia and to make it impossible for Moscow to hold on to Crimea. And he was frank about the challenges Ukraine faces — including the continued need for U.S. weapons and the possibility of an election victory by Donald Trump.
