Back in December 2023, Danielle Smith tasked Jason Stephan with reviewing the Alberta Bill of Rights, which was a recommendation from Preston Manning's review of Alberta's COVID-19 response.
I've got a full copy of the document that Lifesite is referring to.
I also asked Stephan what it is: His understanding is that it's suggestions from a third-party stakeholder group and not some sort of official draft.
I also asked the premier's office what it is. Here's what I got from Justice Minister Mickey Amery's office:
"This document is not a draft of the Alberta Bill of Rights or an official document related to it in any way.
The amendments to Alberta’s Bill of Rights will not impact women’s reproductive rights.
The amendments being considered will strengthen Albertans’ individual and property rights, including an amendment to guarantee Albertans the right to accept or refuse a medical treatment."
So. Yeah. This is not an official doc. It's a third party's ideas on what the Bill of Rights should say.
Now, the political issue here is to what extent some UCP supporters will believe this is official or that this should be what the Bill of Rights ought to look like.
If (or when) the actual amendments look different, you can imagine some hurt feelings.

1. Ban on gender reassignment surgery for under 17s. 2. Ban on hormone therapy for under 15s. 3. Parents will need to opt-in to sex ed. 4. Parents will be notified if kids want to change names or pronouns and need to consent if they're 15 or under 1/
5. Parents will be notified but NOT need to consent to pronoun and name changes but WILL be informed if their kids want to change. 6. 16/17 year olds can start hormone therapy WITH parental approval.
