For years, Russia has used hybrid warfare tactics to disrupt governance, sow division, and undermine physical & economic security across NATO.

These attacks have become commonplace, but they must be treated as part of a shadow war 🇷🇺 is waging against the democratic world.

In June, Russian agents set fire to a German defense manufacturer's metal factory.

At the time of the attack, a German politician said, "It has long been clear that Russia is waging a hybrid war against European countries, including Germany." 2/7

US intelligence uncovered a Russian plot to assassinate European defense industry executives supporting Ukraine.

A NATO official commented, "...we're seeing a campaign of covert sabotage activities from Russia that have strategic consequences." 3/7

In April, hacktivists associated with the Cyber Army of Russia targeted water systems in the US, Poland, and France in a series of attacks that threatened water supply and wastewater management. 4/7

This month, local security forces uncovered a Russian plot to train and pay operatives to perpetrate a coup in Armenia.

They planned to violently take over the country's elected government and derail its pro-West path. 5/7

Each of these actions must be understood in the context of a Russian strategy to use every means at its disposal to undermine NATO's unity, effectiveness, and security—and to create chaos & instability in democracies wherever possible. 6/7

As we will explore in our hearing tomorrow, while some NATO countries may not want to accept it, Russia is already operating on a war footing against us, and we must redouble our efforts to effectively counter Russian attacks. 7/7

Russia is waging a shadow war on NATO, aiming to destabilize it & deter it from supporting Ukraine's existential fight for freedom.

In her recent piece in @MoscowTimes, @jvcwarlick laid out a blueprint for NATO to approach Russian provocations from a position of strength: 🧵1/5

First, NATO must improve its ability to out-innovate adversaries, ensuring it can prevail in the conflicts of today by countering active measures with enhanced attribution capabilities and strategic investments in its own arsenal of tools and capabilities. 2/5

Second, NATO must adopt a clear doctrine to respond to 🇷🇺 active measures. Finland & Estonia's decisive response to recent suspected attempts by Russia to damage undersea cables sets an example for how NATO should approach such attacks—with decisiveness & coordination. 3/5

Our recent staff report mapped ~150 examples of Russian active measures on NATO soil since 🇷🇺 launched its full-scale invasion of 🇺🇦 in 4 categories: attacks on critical infrastructure, violence campaigns, weaponized migration, and election interference & disinformation.🧵 1/7

Attacks on critical infrastructure are a means to threaten public safety and undermine trust in essential resources. One fifth of the attacks mapped below are cyber campaigns against hospitals in which hackers hold patient data ransom or disrupt critical hospital services. 2/7

Violence campaigns range from petty vandalism to attempted acts of terrorism. Russia has been accused of recruiting and paying sympathizers from a variety of backgrounds to outsource their destabilization schemes. 3/7

🧵 Why NATO Must Step Up — Deterring Russia with Real Military Capabilities

The @AtlanticCouncil's @andrewmichta spoke at the U.S. Helsinki Commission Briefing on Contesting Russia. Key points on NATO'S imperative:

2/7 There is no greater imperative for the European allies than to rearm at speed and scale. If there is anything that's going to deter Russia, it's real exercised military capabilities.

3/7 We're paying the price for not responding appropriately in 2008 (Georgia) & 2014 (Ukraine). Over and over, the message that was given to Russia was that the West has no willpower, has energy dependence, and that political elites can be manipulated to influence public debate.
