🧵 Sleeper Agents, FSB Assassinations, & GRU Black Ops Unit 29155

Russian espionage expert @michaeldweiss testified before the U.S. Helsinki Commission on Russia's Shadow War on NATO. Key points from his testimony:
2/8 Russia is waging a covert war on NATO territory.
3/8 In the last decade, no other team of Russian intelligence has been more active in unleashing waves of violence across Europe than GRU Black Ops Unit 29155. Their crimes have included scores of sabotage bombings in the Czech Republic and Bulgaria.
4/8 In 2015, Unit 29155 also perpetrated the poisoning of Bulgarian arms dealer Emilian Gebrev, who was supplying arms to Ukraine and Georgia. Three years later, they would poison Sergei and Yulia Skripal in the English town of Salisbury.
5/8 In 2019, Putin's Personal Hitman, FSB Agent Vladim Krasikov, gunned down Chechen dissident and former military commander Zelimkhan Khangoshvili, in Berlin's Tiergarten Park. Krasikov was recently traded back to Russia, with Putin willing to give up Alexei Navalny in exchange.
6/8 GRU is now on the radar of every major intelligence organization, and having trouble traveling to Europe. They're now emulating non-state actors like ISIS, recruiting native citizens remotely via social media platforms like Telegram, paying them in cryptocurrency.
7/8 Russian operatives & sleeper agents remain in Europe, planning attacks on the Paris Summer Olympics & other targets. In closing, Weiss suggests that Russia has long been attacking the West, and that the West must be vigilant to future assassinations, firebombings, & sabotage.

Russia will continue to be a problem for its neighbors, the US, and much of the world.

Even in the best-case scenario in which 🇷🇺 sheds its authoritarian model & its people opt for democracy in free & fair elections, the process of liberalization will be difficult & slow.🧵1/11
Internal repression & external aggression go hand in hand. Therefore, internal developments in Russia are highly relevant to US foreign policy. Externally, there will be no hope for a peaceful and stable Russia while it remains engaged in war and occupation of its neighbors. 2/11
Russia’s official neocolonial policy of continuing to view Ukraine and other former Soviet republics and neighbors as its sandbox to play in whenever the mood strikes is the most significant obstacle to long-term peace and has been the justification for heinous crimes. 3/11

For years, Russia has used hybrid warfare tactics to disrupt governance, sow division, and undermine physical & economic security across NATO.

These attacks have become commonplace, but they must be treated as part of a shadow war 🇷🇺 is waging against the democratic world.

In June, Russian agents set fire to a German defense manufacturer's metal factory.

At the time of the attack, a German politician said, "It has long been clear that Russia is waging a hybrid war against European countries, including Germany." 2/7

Russian forces in Ukraine are committing atrocities that are not mere acts of war but constitute a systematic campaign of genocide.

The evidence that Russia seeks the total erasure of Ukrainian identity and people is irrefutable. 1/5🧵
Russia abducts & relocates Ukrainian civilians into "filtration" camps, where they endure brutal conditions & forced assimilation. The trauma inflicted on these individuals is part of a deliberate attempt to dismantle the fabric of Ukrainian society. 2/5 npr.org/2024/02/05/122…
In areas of Ukraine previously occupied by Russia, mass graves & torture chambers have been discovered. Hospitals, schools and shelters are bombed with calculated precision, aiming to break the spirit of the Ukrainian people. 3/5 reuters.com/world/europe/t…

The release of Russian dissidents is a victory for freedom and human rights. They are living proof that a different future for Russia is both possible and urgently necessary.

And for their sake, Ukraine's survival, European security, and global peace, Ukraine must win. 🧵 1/4 Image
Ukraine must achieve a clear and unmitigated victory, and Russia must be defeated so thoroughly that its imperial soul cracks from the shame of their crimes against Ukrainians and so many other nations, including those held captive within Russia. 2/4
And in its aftermath, the United States and our allies must shape our own policies to ensure Russia is a state where empire and aggression has no sway, and the nations its suppressed are endowed with agency and self determination. 3/4
