closed doors and through word of mouth/verbal orders, 3rd ID & Ft Stewart codified it in an order. Below is the remainder of the order for your records. I don't care to redact the names or contact info because honestly, anyone who reviewed/approved/participated did wrong. 
Remaining order continued. Notably absent from this order is the HQDA requirement for ALL commanders to go physically verify the right product was available (it was not):
MG Costanza (the CG at the time) was rewarded for his lawless behavior with a promotion to LTG where he now commands V Corps. LTC (now COL) Perez-Cruz who reviewed & published the order was promoted and advanced for his dutiful lawbreaking.
