This is the Uruguayan passport:

I recently became aware of Uruguay’s appreciation and consideration as a relocation option.

Mainly from doing a thread that garnered 22mm views.

@imidaily added an important clarification about Uruguay’s passport that I was shocked to learn…
Uruguay’s citizenship system is unique.

Unlike other countries,"nationals" are not recognized - only "natural" and "legal" citizens.

Natural citizens = Born in Uruguay or have Uruguayan parents/grandparents

Legal citizens = Foreigners who gained citizenship
So individuals who have gained citizenship in Uruguay face a unique identity struggle.

They are citizens by law but not regarded as nationals.

Legal citizens get 99% of the same rights as natural citizens.

The only limits?
1. Can't become President

2. Must give up Uruguayan citizenship if you naturalize elsewhere

Since 1994, Uruguayan passports show your country of birth as your nationality.

This unusual system makes Uruguay's passport less attractive for many who might be considering it:

Those seeking complete privacy, dual citizenship options and international travelers.
But things are about to change.

Soon, this passport could become one of the best options from a citizenship-by-residency perspective.

1. Uruguay + International Civil Aviation Organisation (ICAO) updating passports (2025): legal citizens show "Uruguayan" not birth country, ending travel issues

2. Reforms for citizens being treated as nationals but won't finish by 2025, impacts all citizens/minors
If enacted, these measures could transform the Uruguayan passport's influence for those naturalized as citizens.

And full naturalization as nationals would further guarantee rights as equal citizens.
