Only one river flows into Valencia: the Turia. A dam was removed upstream from it: marked on the map. 
The removal was part of an EU biodiversity initiative.

Dams are being removef throughout Europe (and America). This causes flooding. The flooding is then blamed on CO2. This is a BIG LIE to increase taxation and central control of energy use. Cloud seeding then creates the conditions for flooding, then amplified by fraudulent anti CO2 propaganda.
The effect of dams on preventing flooding is demonstrated in this Japanese physical simulation. Dam removal can be seen to contribute to flooding in a clear way.
