The PERM (Program Electronic Review Management) process is designed to ensure that employers prioritize hiring qualified U.S. workers before sponsoring foreign workers for permanent residency (green cards).
When companies like Google submit a disproportionately high number of PERM applications (e.g., 771) but advertise a significantly smaller number of jobs (e.g., 16), it raises concerns about compliance with PERM regulations and potential illegal practices.

Employers must certify that they conducted bona fide recruitment efforts to hire U.S. workers and that no qualified U.S. applicants were available. This includes actively recruiting and fairly considering all applicants.

Employers must advertise job opportunities clearly and widely enough to ensure U.S. workers are aware of them. This includes:

Submitting 771 PERM applications while advertising only 16 jobs strongly suggests that Google did not genuinely recruit for the vast majority of these positions.

Advertising just 16 positions while filing hundreds of applications creates an illusion of compliance.

Misrepresenting recruitment efforts or filing fraudulent PERM applications can lead to audits, fines, and denial of applications by the DOL.
How This Constitutes Discrimination Against U.S. Citizens

The actions described—submitting 771 PERM applications while advertising only a fraction of those jobs and considering zero U.S. workers—constitute discrimination against U.S. citizens in the following ways:
Limited Job Postings: Advertising only 16 jobs (and only one on the company's website) while filing 771 PERM applications indicates that the employer deliberately minimized the visibility of these opportunities to U.S. workers.
By avoiding mainstream recruitment channels or making jobs inaccessible, the employer effectively excludes U.S. citizens from applying.
If zero U.S. workers were considered for these applications, it raises serious questions about whether the employer made a bona fide effort to recruit U.S. workers.
Pattern of Discrimination: Certifying "0 U.S. workers considered" for 771 applications implies either:

Impact: Disregarding U.S. applicants violates 20 C.F.R. § 656.10(c)(8), which requires employers to conduct a good-faith recruitment effort for U.S. workers. It reflects a discriminatory preference for foreign workers.

I get legacy Mercury Digital News Papers from Mercury and do a search for 06/26/2022 I found all Engineer Titles advertised by Google.
Batching is the process of bypassing recruitement AKA Don't give Americans a chance to apply because the job never was advertised. DISCRIMINATION AGAINST AMERICANS Image
