Russia’s active measures against NATO countries are calculated efforts to undermine democratic values, sow distrust within free societies, and destabilize the Alliance’s resolved unity.🧵1/6

Russia has executed hybrid campaigns ranging from cyberattacks to attempted assassination and terrorism plots. One-off incidents do not make wars in and of themselves, but the scale and calculated nature of Russian hybrid threats within NATO borders amount to a shadow war. 2/6

To visualize the breadth of the Kremlin’s efforts, Commission staff have mapped nearly 150 hybrid operations executed in NATO territory occurring since the outset of Russia’s invasion of Ukraine that have been attributed to or suspected of Russia. 3/6

NATO leaders must be united in their recognition of the intent & extent of 🇷🇺's shadow war. NATO must treat these operations as real & present threats to the Alliance’s stability & security while also taking decisive actions to support 🇺🇦 in its fight against 🇷🇺 aggression. 4/6

Russia's genocidal war on Ukraine and its shadow war against NATO are deeply interconnected. Failing to fully support Ukraine’s defense only emboldens Russia to continue its hybrid attacks, knowing the West’s response is inconsistent and restrained. 5/6

The @AtlanticCouncil's @andrewmichta spoke at the U.S. Helsinki Commission Briefing on Contesting Russia. Key points on NATO'S imperative:

2/7 There is no greater imperative for the European allies than to rearm at speed and scale. If there is anything that's going to deter Russia, it's real exercised military capabilities.

3/7 We're paying the price for not responding appropriately in 2008 (Georgia) & 2014 (Ukraine). Over and over, the message that was given to Russia was that the West has no willpower, has energy dependence, and that political elites can be manipulated to influence public debate.
