You have to understand how The Machine in DC works to see what just happened when all the pork was cut out of this CR.
The special interests/lobbyists do deals with the Congress members. In exchange for putting the provisions in the bill demanded by the special interests, an awful lot of fucking MONEY changes hands.
It is a transaction.

If the transaction never goes through, all the money flow will STOP.
What reason would you have to continue funneling bribes to members of the Congress who cannot deliver the promised results?
