1/ The US Office of Management and Budget is circulating questionnaires to democracy-promoting organisations in eastern Europe, asking them if they are promoting DEI or climate science, opposing abortion, "combating Christian persecution", or making money for the USA. ⬇️ Image

2/ A six-page memorandum with the questionnaire has been leaked to the independent Russian media outlet Agency. News. It appears to have been sent to all agencies that fund foreign assistance as part of a global review. Further funding depends on how the questions are answered. Image

3/ Four Eastern European organisations which have received currently frozen funding from the State Department’s Bureau of Democracy, Human Rights, and Labor say they have received the questionnaire.
4/ The organisations say that the questionnaire is unprecedented in their experience, and have been told that doing anything related to DEI is no longer permitted if they want their funding to be unfrozen. They say that the survey has made them "angry and worried".
5/ The questions reflect the Trump Administration's obsessions, such as opposing DEI, climate science, "gender ideology" and "Christian persecution", and securing supplies of rare earth minerals. It appears to anticipate winding down assistance projects within five years.
6/ By Monday 17 March, respondents are required to answer questions such as:

4. Does the project encourage partners to adopt policies and take action to respect their national sovereignty and culture, strengthen patriotic values, and reduce dependence on external institutions?
7/ 7. Is your organization compliant with the latest Mexico City Policy? [banning dealings with pro-abortion organisations]

8. Does your organization have an approach to transitioning projects off foreign assistance?
8/ 11. Can you confirm that your organization does not work with entities associated with communist, socialist, or totalitarian parties, or any party that espouses anti-American beliefs?
9/ 12. Does this project reinforce U.S. sovereignty by limiting reliance on international organizations or global governance structures (e.g., UN, WHO)?

14. Does this project directly contribute to limiting illegal immigration or strengthening U.S. border security?
10/ 15. Can you confirm that this is no DEI project or DEI elements of the project?

16. Can you confirm this is not a climate or "environmental justice" project or include such elements?
11/ 19. Does this project take appropriate measures to protect women and to defend against gender ideology as defined in the below Executive Order?

23. Does this project have a sustainability plan to ultimately transition away from foreign assistance within the next five years?
12/ 26. What impact does this project have on preventing illegal immigration to the U.S.?

27. What impact does this project have on limiting the flow of fentanyl, synthetic drugs, and pre-cursor chemicals into the U.S.?
13/ 31. What impact does this project have on protecting religious minorities, promoting religious freedom, and combatting Christian prosecution?
14/ 35. How much does this project bring in through cost-sharing/burden sharing? (1-less than 500,000, 2-500,000-750,000, 3-750,001-999,999, 4-1M-1.5M, 5-over 1.5M)

2/ The 'Segodyna. ru' Telegram channel highlights the inability or unwillingness of many Russian military equipment makers to develop new or improved versions of equipment. It attributes this to manufacturers being are content to milk the state rather than make improvements.
3/ The channel highlights problems with artillery and armoured vehicles in particular. On artillery, it notes "problems with the range and accuracy of artillery. The situation has not changed over the years of combat operations." Western-made artillery is superior on both counts.
