I write to you today with utmost respect and patriotic duty, to present a citizen-driven action plan for further strengthening India's democratic integrity and combating political corruption.
Under your visionary leadership, India has made
historic strides on the global stage. The time is now ripe to consolidate our internal governance by introducing reforms that are politically feasible, publicly demanded, and globally respected.
Enclosed herewith is a detailed memorandum outlining practical, phased reforms
aimed at:
Empowering institutions like the Election Commission,
Enhancing transparency in political funding,
Enforcing criminal accountability among candidates,
Strengthening citizens' trust in democracy.
These proposals draw from India's own experiences
such as the success of the Right to Information movement & global best practices adapted to Indian realities.
I humbly request your kind attention to this document, in the spirit of collaborative nation-building and constitutional patriotism.

Encl: 1. Judicial Activism: Continuously file PILs for specific reforms (e.g., fast-track courts for political crimes, mandatory disclosure rules).
Push courts to enforce penalties for non-compliance with orders like asset disclosure & criminal case timelines.
Set up SC/HC-monitored implementation of political reforms wherever possible.
The Goal is to force systemic corrections through judiciary when Parliament blocks it.
2.Decentralized Citizen Movements
Build strong, independent local watchdogs at district/block levels that expose
MLA/MP-level corruption.
Mass campaigns teaching voters how NOT to vote for corrupt candidates.
Use media (especially YouTube, Instagram, WhatsApp) to publish verified lists of corrupt politicians.
The Goal is to shift the cost of #corruption to political reputations.
3.Technology-Driven Transparency
Crowdsourced online platforms where verified data about politicians’ criminal cases, assets, performance, scams, etc., are accessible to everyone in local languages.
Mobile apps that score candidates on corruption index, criminal records,
promises vs delivery.
Start pilot projects where government tenders and contracts are managed through blockchain to prevent backdoor dealings.
The Goal is to use technology to bypass political controls over information. 4. Middle-Class and Youth Mobilization
Create youth wings
in colleges/universities focused purely on democratic reforms, similar to RTI movements of early 2000s.
Publicly celebrate (not just criticize) politicians who perform ethically — create awards, viral media campaigns.
The Goal is to change aspiration models — glorify clean
politics instead of only charisma/money. 5. International Spotlight
Use India's position in global indices (CorruptionPerceptionIndex, DemocracyIndex) to shame governments into reform.
Tie foreign trade discussions (EU, OECD countries) to democratic &anticorruption benchmarks.

Risks:
Judicial fatigue: Courts may slow down under political pressure.
Citizen fatigue: Movements may lose momentum without visible results.
Disinformation: Politicians may spread fake news to discredit
reformers.
Safety Net Against These Risks:
Build decentralized movements- if one NGO or leader is compromised, others continue.
Make reforms part of daily discourse — not just election season noise.
Align with constitutional patriotism — reforms should be framed as loyalty to
the #Constitution, not as anti-national activity (a risk in polarized politics).

Behrul Islam is a Member of Parliament (MP), and Inc India rewarded him with key positions.
Islam was elected to the Rajya Sabha twice, from 1962 to 1972, as a member of the Indian National Congress and resigned from the #RajyaSabha in 1972 to become
a #judge in the Gauhati #HighCourt, eventually rising to the position of #ChiefJustice, simply showing his unstinted loyalty to Congress.
After retirement, Islam was appointed as a judge of #SupremeCourt in 1980, an unprecedented move as retd judges were not reappointed!!.
