According to Dossier Center sources, Russian military intelligence agents received urgent orders in early 2025 to gather information on critics who influence public opinion against the Kremlin.
Beyond funding sources and potential sponsors, intelligence officers are demanding personal data, including both work and home addresses of targets, creating what amounts to a hitlist for future operations.
The intelligence services are casting a wide net, instructing agents to gather information on politicians, journalists, bloggers, cultural figures and other prominent critics of the Putin regime
This collected information will likely be used during attacks executed through established agent networks or by "disposable" recruits sourced from anonymous online channels. These operations may involve far-right groups or outright criminal elements.
The GRU has already attempted attacks on Russian emigrants. Sources familiar with GRU operations told Dossier Center that in spring 2024, its agents prepared an assassination attempt against Alexander Shvarev, creator of the VChK-OGPU Telegram channel, who lives in the Baltics.
After several high-profile failures, the GRU now avoids sending officers on foreign assignments. Instead, they operate abroad through chains of recruited coordinators and operators, while they remain safely in Russian territory.
This approach allows plausible deniability while expanding sabotage capabilities - from targeted strikes against Ukraine's support infrastructure to efforts to sow tension in Western societies through acts of sabotage and disinformation.
The GRU recruits agents from diverse backgrounds who are primarily motivated by money rather than ideology, with complete disregard for potential civilian casualties.
The threat is real and immediate. Those who understand the regime know these intelligence-gathering operations precede direct action. The Western response must be strong, co-ordinated and decisive, and it must come soon, before the situation escalates further.
