My and many others' first thought on hearing this is M&A, with an emphasis on the *A*
But don't discount the possibility that they could JV with an existing operator, especially if commercial satcom is in play.
What might this look like?
RL could bring the satellite design + build + launch + operations, while their partner could bring spectrum + distribution + end customer relationships.
