2/ They wanted to open an investigation to allow for investigative activities. NOTE open an investigation to investigate a crime of which they had evidence!
3/ Thibault says we could open an assessment, but that ain't good enough. Why not? Because they can't do what the US Attorney's office wants them to do if it is only an assessment.
4/ SO Thibault notes they are trying to predicate a preliminary investigation. NOTE: Not that there is a predicate for a preliminary investigation but they are trying to create a predicate.
5/ Every single FBI agent on the email chain should be referred to the Inspector General! But what did FBI Director Wray do? He promoted at least one, Wayne Jacobs, to Special Agent in Charge of Philly field office! fbi.gov/news/press-rel…
6/ And Jacobs continued with the crew as they opened "Arctic Frost" to target Trump.
