I'm actually reading those Tulsi documents before I do other things.
The main thing for myself to keep in mind is that John Brennan had already formed the Working Group / Fusion Cell at the point these declassification e-mails all start. Image
And the Working Group was doing these tasks. Image
The DNC CrowdStrike story was all rubbish as the DNC people tried to push for the FBI to say that Russia did it, another thing to keep in mind. Michael Sussmann, with Ellen Nakashima being specifically used by Dmitri Alperovitch and Shawn Henry to push it. Image
The e-mails being sent back and forth between these people to form the first ICA seem to not match what has been said out loud.

James Comey said he met with Obama in the Oval Office in August 2016 and suggested he would write an op ed about Russian election interference. Image
If the ICA is concluding "low confidence", then why is Brennan contacting Alexander Bortnikov of the FSB, and saying he was lying about Russian election interference? Image
Why does Susan Rice and Eric Holder try to get Donna Brazile to put Russian hacking at the top of the list? Image
The question still remains exactly the same - if the ICA is concluding that it's all rubbish (which is true), then WHY are these people doing ALL OF THESE THINGS?
So between September 12, 2016 and October 7, 2016, something changes and the DHS and ODNI suppress their initial view that nobody can "execute widespread and undetected cyber attacks" on the election.

FBI and NSA said "low confidence". And yet Comey wanted an op ed... Image
Image
"Information available as of September 8, 2016 was used in preparation of this product. This ICA addresses the period between Sept 8 - Nov 9, 2016. Judgments might be revised during this timeframe if our understanding of adversaries' capabilities and intentions change." Image
On Sept 5, 2016, Obama pulled Putin to the side during the G20 Summit.

On Sept 6, the FBI, the NSA and the ODNI briefed Congress and Brennan briefed Gang of Eight.

On Sep 11, Brennan appeared on Face the Nation and talked about Russia's cyber-realm capabilities. Image
Image
Image
It was early September where the Obama Administration decided to blame Russia for the cyber-attacks on the USA.

So, I guess, this was the change then? They decided to officially blame them. Image
Stopping here because I have to take a long phone call but it's really clear that what they are saying and what they are doing do not align.

Just going to look around and see what I can find on two former National Intelligence Council people, Mike Collins (a different one) and Maria Langan-Riekhof.
Michael Collins joined a podcast on September 1, 2023, where he spoke with David Kris (Culper Partners) about a lot of things.

That podcast was Lawfare.

Michael Collins has worked as the Chief of Staff to the Deputy Director of the CIA, worked on moderisation reviews, and was Deputy Director of the East Asian Pacific Mission Center, before moving to the National Intelligence Council.

Apparently Tesla manufacturers batteries at a place called the Gigafactory Shanghai, with another company called CATL (Contemporary Amperex Technology Co., Limited, founded in 2011).
Gigafactory Shanghai is owned by Tesla. It builds Megapack energy storage products. But it was also made in Q2 of 2024.
