If the same bureaucracies were staffed by young men, as authoritarian and socialist regimes were in the past, they would not need this convoluted scheme and could just raise irregular organized paramilitaries themselves. But aging women are literally incapable of this.
Mass immigration is primarily an accounting fraud scheme by the old against the young, but it cannot explain the particular sub-phenomenon of bureaucracies specifically seeking out, encouraging, and excusing the worst imaginable behavior by the worst imaginable people.

Discourse is awash with commentary and analysis of young men, young women, and even old men (Boomers). Yet out of residual politeness towards grandma, we are completely ignoring that Grandma Boomers have become more powerful and unaccountable than any of these other classes.

Note how everyone politely fails to notice the failures and foibles particular to actual, current rule by old women, from the EU to corporate HR, yet we're awash in whiny jeremiads about the evils of young women: loose morals, dumb TikTok trends, "they shouldn't vote," AOC, etc.
Let's state the obvious: society should not be ruled by consensus of old women who are more narrow-minded and risk-averse than Eurasian potatoheads on new technology and culture, whose overriding impulse is to bitterly, unthinkingly punish everyone else for breaking consensus.
Let's state something else obvious: the most powerful and influential class in the developed world is old women, followed by old men, followed by young women, followed by young men. The two former however collaborate against the two latter, who are divided and conquered.
