🗂️ THREAD: Following the Money Trail in Puerto Rico: Robert F. Mujica, Jr.

I’ve been digging into Puerto Rico's tax incentives for a while now. That research quickly led into the world of fiscal governance and bankruptcy oversight.

One name kept surfacing: Robert F. Mujica, Jr.

Mujica is a former New York State Budget Director who now serves as Executive Director of Puerto Rico’s Financial Oversight and Management Board (FOMB), the entity that oversees the island’s finances. And by some accounts, now making over 9× the Governor’s salary to “oversee” Puerto Rico’s finances.

Paid with Puerto Rican taxpayer money, Mujica runs the Financial Oversight & Management Board, the group deciding how much gets cut and what gets sold off.

This is important as Americans debate the statehood of Puerto Rico....

Patience as I pull the thread together...
Mujica served as Cuomo's NY budget director, earning 216K/year. He would get offered a position on Puerto Rico's state fiscal board, wherein his salary would triple to 625K. This despite that Puerto Rico has a population of 3.2 million, far less than NYC's population of ~8.8 million.Image
Image
This happened contemporarily as Mets owner Steve Cohen paid 105K for his consulting services. His Puerto Rico role was announced in late 2022, his Mets consulting service in 2023. Image
Mujica served on the board of more than 30 organizations. His reach was so great that the New York Focus questioned if he was breaking the state law on not monetizing his insider positions for 2 years. Image
Image
Image
Mujica himself was born in Puerto Rico, then earned a BA in Sociology from Brooklyn College at the City University of New York. He received his master’s degree in Government Administration from the University of Pennsylvania and a Juris Doctorate from Albany Law School. Image
Of the job as Cuomo's budget officer, he'd say that he spent more than half his life in the service of advising government officials. Image
Mujica succeeded Natalie Jaresko as Puerto Rico's Oversight Board director at the same salary - but this salary was 625K. To put this in context, the average household income in Puerto Rico is 22K, versus an average household income in NYC of 128K - a multiple of nearly 6. Image
Image
Image
In short, if Mujica were paid in NYC the same cost of living he were paid in Puerto Rico to serve as its executive director, he'd be paid 3.6 million dollars.
And indeed, if Puerto Rico were admitted to the United States, it'd be the poorest state by far. The next highest household income by state is more than double of Puerto Rico's - Mississippi at 49K. Image
Image
If the 625K salary of being PR's Oversight Board’s executive director on January 1, 2023 wasn't enough - Mujica would go onto establish a consulting service (Hawk Hill) which offered consulting for Hard Rock Cafe of all companies. His LinkedIn gives no indication that he stepped down from this role to serve in this consulting position.Image
Image
Image
NYC watchdogs ceded that Mujica was in a "gray area" regarding lobbying restrictions on former state officials. Image
Hard Rock in 2025 outright states that it is paying Mujica a "fixed fee" for "providing legistative strategy and other strategic planning services." While in his Puerto Rico role. Image
Mujica's role was to oversee a budget of ~59 million with ~98 staff. His FOMB approved a privatization contract for PREPA’s power plants with Genera PR/New Fortress. The deal drew Congressional scrutiny for reducing a required performance bond from $100 million to $10 million. Image
Image
I am not the first to hit on Mujica. @LauraLoomer has done it before:
@LauraLoomer Personally, I believe in Puerto Rico's ability to swing red and be a net benefit to the United States. 2024 represented a major shift of Latinos to Trump. The winning issues are the same issues as any American -- food costs, crime, housing. Image
Image
Overall, Puerto Rico is held back by its own corruption, with an UN report estimating it has lost 14% of its GDP due to macroeconomic policy (partially driven by corruption).

We need to kick double-dipper like Mujica out, greatly reduce the salaries of the Oversight Board (it shouldn't take nine times the COL-adjusted salary of running NYC's budget), and overall, take charge of Puerto Rico just as we are doing in DC.

And maybe, just maybe, we can gain seats.

I am invested in Puerto Rico now because my husband and I are trying to budget a visit there for tax reasons. We'll keep you updated.Image
@LauraLoomer Here is a thread by @JamesHartline on Mujica's donations:
@LauraLoomer @JamesHartline Comparing the FOMB fiscals from three years ago to today shows a drastic jump in "Professional Services" : Image
Image
Most critically:

The FOMB was created by PROMESA nine years ago (Puerto Rico Oversight, Management, and Economic Stability Act), which was a custom bankruptcy restructuring law for Puerto Rico. The FOMB has been the subject of much criticism, but PREPA (Puerto Rico Electric Power Authority) has to complete its debt restructuring before it can be sunsetted.Image
@LauraLoomer @JamesHartline My big question is, what incentives exist for the FOMB and Mujica to actually complete this restructuring, given the pay structure?

Heal Palestine (the group who is posting about welcoming Gaza refugees) has EIN 882454707 and filed a 990N for the year 2023. Yet, 990Ns are for charities with revenues under 50K and I found multiple instances of 50K+ grants.

Heal Palestine's board is full of technocrats ... but perhaps most telling is that there is a Mohanned Awad on the board who is publicly declared as bringing "UAE connections to HEAL’s Board."

Steve Sosebee, the founder of Heal Palestine, also founded the Palestine Children's Relief Fund (PCRF). They too got an enormous cash influx boost starting in 2023.Image
Image
Image
The UAE has a strong connection to PCRF. They are mentioned in multiple social media posts. Was the UAE involved in bringing Gaza refugees over to the USA? Image
Image
Sosebee says it is governments "like Jordan and UAE" who can evacuate people from Palestine in speedy time. Image

The CEO of the organization who is printing banners for these protests (Razom for Ukraine) came directly from Kyiv's Soros Foundation. Image
The Kyiv foundation appears to be aliased as "International Renaissance Foundation." Image
They put out a publication along with Stefan Batory Foundation (another Soros foundation, based in Poland) assessing the aftermath of the Orange Revolution. Surprisingly, the report credits the existence of democracy in Ukraine due to multiple factions competing for it. Image

🇵🇸💰 FOLLOW THE MONEY: PALESTINIAN “KIDS’ SHOWS”

For years, children’s programming in Palestinian territories has doubled as political indoctrination, often bankrolled through foreign donors ... but also our own taxpayer dollars.

Over the next posts, I’ll trace how entertainment for kids became propaganda for war, and how we ended up bankrolling that.

Patience as I pull the thread together.Image

The most infamous show was Tomorrow's Pioneers, which aired in 2007-2009, with a revival in 2013. In one of its episodes, a Mickey Mouse look-alike was "safeguarded" with the trust of getting Tel Al-Rabi land back (Tel Aviv). Image

After being safeguarded with the trust to get the land back, Farfour's grandfather died and Farfour is in agony about how to get the land back for him. Image

🧵 THREAD: The CAIR–Muslim Brotherhood–Hamas Pipeline They Don't Want You to See

This thread has been a long time coming.

Let's start with a simple fact:

In its 1988 charter, Hamas openly declares itself the Palestinian branch of the Muslim Brotherhood.

So here's the question:
🇺🇸 Why hasn't the U.S. designated the Muslim Brotherhood as a Foreign Terrorist Organization?
Seems obvious, right?

Here’s my answer 👇

If the Muslim Brotherhood is formally labeled a terror group...

➡️ Then CAIR, founded by leaders from the Brotherhood's U.S. network, gets implicated too.

And if CAIR gets implicated…

➡️ Then so do a lot of politicians.

📍And that’s the line no one in D.C. wants to cross.

So instead, the Brotherhood stays "undesignated."
CAIR keeps the civil rights label and keeps its tax advantaged nonprofit status.
And the public is left in the dark.

Patience as I pull the receipts.Image
Image
Image
Image
CAIR was co-founded by Nihad Awad and Omar Ahmad.

Awad was the public relations director for the Islamic Association for Palestine, an organization that was convicted of providing material support for the terrorism in the United States and has since been dissolved. Image
Sorry, it's hard to trace sources - I'm finding out that a lot of the information about Awad and Ahmad are censored. For example, this is Ahmad's Wikipedia page - nearly empty. Image

🧵🇺🇸 THE SHAPERS OF "DEMOCRACY" PT 1: Carnegie Endowment for International Peace (CEIP)

Today we begin a daily deep dive into the historical U.S. nonprofits that claimed to “strengthen democracy” ... and the elite networks, foreign policy moves, and educational agendas behind them.

First up: The Carnegie Endowment for International Peace (CEIP), founded in 1910.

Formed by steel magnate Andrew Carnegie, its purpose was to "hasten the abolition of international war, the foulest blot upon our civilization."

Patience as I pull this thread together...Image
Image
Andrew Carnegie (1835-1919) sold the Carnegie Steel Company to JP Morgan in 1901 which catapulted him ahead of the infamous John D. Rockefeller wealth-wise.

In 1899 he published the "Gospel of Wealth" which formed his moral foundation for his philanthropy.
Western history up to this point had been full of idealists claiming to have the solution to solving humanity, from French revolutionaries to British imperialists. All had failed.

Carnegie proposed that the new Industrial Revolution tycoons would solve humanity's problems. Image

🇺🇸✈️💰 Ever wonder who pays for Congressional trips abroad?

This week, a House GOP delegation is heading to Israel. But here's what many don't realize: they aren't paying for their own trips.

There's a charity tied to AIPAC called the American Israel Education Foundation Inc, and according to its own IRS 990 forms, its top priority is funding Congressional trips to Israel.

It brings in $70 million a year.
(EIN: 52-1623781)

I'm not anti-Israel, but I am being skeptical of any foreign-sponsored travel for U.S. officials. Should outside groups be paying for our lawmakers’ overseas trips? Especially if these groups are operating in another country's interests?Image
Image
Here's an example of an ethics form for a sponsored trip. Image
Image
Evidently, House ethics rules do permit you to meet with foreign government officials over the course of a sponsored trip.

Again.

I am not against Israel. I hate Hamas. I just don't think politicians should be involved in ANY sponsored trips that involve state business. Image
