Iryna Zarutska was violently stabbed in the throat around 10pm after taking a seat on Charlotte's public light rail at the East/West Blvd. Station.
Two days ago, on September 5th, the security footage was released to the public by the local transit authority, Charlotte Area Transit System (CATS).
According to the affidavit, Decarlos Dejuan Brown sat behind Zarutska for about four and a half minutes before standing suddenly, knife in hand, and slashing her throat three times.
Charlotte's light rail is plagued with a history of stabbings, beatings, etc. And city council members were quick to convene the Monday following the murder to express concern that citizens would no longer vote for their 1% tax increase this fall for public transit.
"At Monday’s meeting, Charlotte City Council member Edwin Peacock shared his concerns about what continued crime means for the potential light rail expansion."
Unsafe train = no riders = no voters this fall.
Grimaldi continued by saying people were becoming aware of their violence problem, which is not great for their image.
And then City Councilwoman Dimple Ajmera asserts that there is $25 BILLION in taxpayer dollars on the line with the upcoming referendum vote.
Charlotte contracts out its public transportation security, and they are currently more than 40 workers short of a "full staff" and do not have enough for even a single security worker to be at each station full time.
If the local government in Charlotte gets their way, with this 1% sales tax increase and 5% vehicle tax increase, they have baked it into the legislation that they cannot repeal it if they have outstanding revenue bond debt, which is their financing scheme for their $25B payout.
The local government has been trying to get this big fat payday for years now. Simultaneously, they won't free up any more actual money for security on public transit now.
And the Charlotte Transit authority insists that, despite the violent murder, their security processes are working as intended.
Eric Osnes, chief safety and security officer for CATS, said it couldn't have been prevented.
Lee Ratliff, assistant chief for Professional Security Services, closed out by saying that he cannot and will not put more security in place, and casts doubt on the notion that visible presence of police is enough to deter violent crime.
TLDR: The safety officers in North Carolina say they won't change their processes and that it's working fine.
They will not put more security presence in stations, or on transit.
And city council is more concerned with a $25B tax increase payday going through.
And Decarlos Brown had been previously arrested at least 15 times.
