1/ Supplies of gasoline have reportedly run out in parts of Russian-occupied Donetsk and Luhansk, leading to rationing and long queues at gas stations that are still open. Similar problems are reported from regions across Russia. This thread provides an overview. ⬇️ Image
2/ Ukraine's drone campaign against Russian oil refineries is reported to have knocked out as much as 20% of Russian fuel production. As a result, disruption to fuel supplies has become widespread.
3/ The Russian newspaper Kommersant reports that 10% of gasoline production has been lost due to drone attacks and scheduled maintenance. The price per ton of both AI-92 and AI-95 gasoline reached record prices in late August.
4/ Russia also has few gasoline reserves. Russia's high interest rates on loans (20% until July, 18% now) meant that the accumulation of reserves was seen as risky by gasoline traders, who were also mistakenly convinced that consumption in 2025 would be reduced compared to 2024.
5/ Further problems are anticipated due to scheduled repairs at 9 or 10 large oil refineries, which will cause an even greater fall in production. There is also no sign that Ukraine is relenting in its drone campaign.
6/ Shortages have been particularly acute in Russian-occupied Donetsk and Luhansk, which are still not fully integrated into Russia despite their annexation. Private gas stations and chains such as RTK have run out of AI-92 and AI-95 gasoline altogether.
7/ At stations where fuel is still available, supplies are limited and are being rationed with the use of coupons. Queues of 2-3 hours have been reported, and the price of a litre of gasoline is now 10-15 rubles more expensive than in the adjoining Rostov region of Russia.
8/ The 'Luhansk People's Republic' Ministry of Fuel and Energy has said in a statement: "The current situation is due to interruptions in supplies, as well as increased consumer demand for fuel, which has been observed over the past two weeks. ...
9/ "At the same time, at certain gas stations in the Republic, a shortage is possible due to the continued increased demand from residents and a decrease in stocks from fuel suppliers."

The 'Donetsk People's Republic' authorities have not commented.
10/ As one frustrated Donetsk resident puts it:

"In short, I don’t know, fuck - it’s just a circus!🎪

Just when the logistics of delivering water started to improve - fuck, now there's no petrol at all – no second, no fifth, no hundredth – none at all in the whole city!"

13/ 🔺 17 August – Krasnokamensk and Borzya in Transbaikalia suspended the sale of gasoline to ordinary consumers and restricted it to commercial drivers with special coupons. In Crimea, the price of gasoline soared to 70 rubles ($0.84) per litre.
14/ 🔺 19 August – shortages of AI-95 gasoline were reported in occupied Crimea. The region's head, Sergei Aksenov, appointed by Russia, blamed problems with road transport and said that the issue would "go away ... after the end of the special military operation".
15/ 🔺 20 August – kilometres-long queues for gasoline were reported at stations in Primorsky Krai in the Russian Far East.
16/ 🔺 25 August – supplies of AI-92 gasoline ran out altogether on the Kuril Islands in the Sakhalin region, after a limit of 10 litres per customer was previously imposed.
17/🔺 7 September – AI-95 gasoline was reported by pro-government newspaper KP to have "completely run out" at filling stations in Moscow and Saratov.

1/ Disgraced Russian warblogger Roman Alekhin, who has been accused of fraud and money laundering, says that he is being set up by unknown parties and has pleaded his innocence despite a seemingly damning video showing him discussing embezzlement of aid donations. ⬇️ Image
2/ Alekhin was caught on video discussing how to divert $600,000 of a $2.4 million donation and boasting of his own importance and connections with the Russian military. The story has been covered widely in the Russian media.
3/ Alekhin now says that the video was recorded without his knowledge during a meeting in Kursk on 1 July with "representatives of a businessman" who wanted to make a large donation to "humanitarian aid" collections for Russia's front-line troops in Ukraine.
