If I understand the subtext right, this is both a call to make it easier for LGBTIQ to have children and to make certain that children in general come into contact with the gay as soon as possible.
The EU wants to strengthen the national Equality bodies. I will at some point make a thread explaining what they are, but tldr they are subsidized, but operationally fully independent orgs that must push and guard against discrimination and push for inclusion in their nation.

I read this passage that it is the goal of the EU to make sure that all aspects of its polity include an inclusion perspective.
That the EU will follow this is without question. What will be much more interesting is in how the member states will follow the directives off this plan within their own action plan and what concrete actions they will take to push LGBTIQ.
