In his first term, President Trump pledged to "reject the interference of foreign nations in this hemisphere and in our own affairs" - nations like Russia, Iran, and China - but the State Department didn't get far.
The Monroe Doctrine was not a blueprint for American military interventionism.
It was a defensive doctrine of the last of the presidential founding fathers. It avoided entangling alliances and exercised strategic restraint.

It was designed to keep foreign empires from reasserting themselves in our hemisphere & to help new republics stay sovereign and free of external control.
The Monroe Doctrine rejected the imperial trading system of mercantilism. Back then, the great mercantilist empires were European, but it applies to Communist China today, with its Belt and Road Neo-mercantilist structures.

The Monroe Doctrine was (and is) to keep foreign empires out of the Americas, while letting those empires squabble among themselves on their own turf.
It was all about protecting the sovereignty of the American republics as a means of defending the United States. Not "defending democracy."
