Fukuyama didn't account for the entirety of "the developing nations" / third/second world. For these nations to reach parity with the liberal democratic capitalist west, it will require a revolution. This revolution to Kojeve is not "a new revolution" but a repetition of the Napoleonic conquest of Europe where the rights of citizenship were made universal to all subjects of the state. That is all that is happening today, still. America does not get to "monopolize the end of history" while large swathes of the globe live in "the Stone Age" (ie: still within History).
There is no particular victor in the end of history-- it is a universal victory-- this is what Fukuyama did not understand about Kojeve. The Napoleonic Code "in Chinese" is the Communist Party. The Napoleonic Code in Gaza means war crimes tribunals for the IDF.
For Kojeve, none of this is "substantially new"-- it is simply an extension of what has already been done. There is no way to return to a global legal order where some people are not recognized as subjects of human rights. The end of history means the *legal* recognition of all human subjects as equal in the eyes of *international* law.
There is no "next step" after this either-- there will not be a "AI rights movement" or the legal recognition of corporate AI agents as subjects of right. There is no *new frontier* to extend right to. There is only the extension of the recognition of the rights of man as such.
It's like this-- in America, we do not need "a new revolution"-- what would be revolutionary enough would simply be the enforcement of our Constitutional rights. This *requires* a revolution, but the revolution will not be a "new revolution" but a reprise of revolutions past.
The question of today is whether or not America will be successful in *thwarting* the End of History-- sabotaging it-- by not allowing its extension to the rest of the world. If for instance America just becomes "one nation amongst nations" then we have reached the End of History. In order to avoid this end, America has to engage in sabotage, terrorism, chaos, etc. But America cannot keep this up forever.
No matter how many times America unseats a revolutionary state in the developing world-- that state will develop into a revolutionary state again-- because that is what is necessary for it to reach the End of History. America is playing whack a mole with every revolutionary state-- but it can't win the game.
The Chinese know this which is why they simply "do nothing"-- they already see the end of history-- they are patient. America in its fervor to stop the revolution, will end up creating revolutionary conditions within itself.
America says: "No Venezuela, you don't have the right to your own natural resources, we're going to steal it & ignore international law, like we're a 18th century colonial power." But America cannot keep this up.
Let's say America succeeded in deposing Maduro, privatizing Venezuela's oil, & occupying it with military force-- then, there will simply be decades of protracted war & eventually America will have to abandon the project. This could take 50 years, 70 years, 100 years, but that's the only possible outcome.
If you notice-- the vision of the "far right" in the west is not of any sort of future-- it is of "fighting against time" itself. IE: to delay the inevitable. That is all that they are capable of. Every victory of theirs is still being eroded by time. Ozymandius king of kings...
The revolution in America will occur simultaneously with the inability for the American Empire to unilaterally police the globe anymore.
They can pump 500 Trillion Dollars into AI to try to gain some "final victory" over the globe but it will fail. There is no other alternative end for history.
Like-- look at Russia-- nearly a century spent trying to eliminate the USSR-- it succeeds-- & what does it mean? It means Russia continues to play the role of the USSR geopolitically. The attempt to disarm the revolutionary state was only in the end a brief period of successful sabotage.
You had 20 years of Russia being unable to assert itself on the world stage. That's over. If America leads a new NATO Hitler to try to conquer Russia, it will fail, as it is failing today. These are only desperate attempts to sabotage the inevitable.

The international community will not accept that Palestinians are not subjects of human rights. Sorry! There's no argument to make! It's already over! You'll never convince the global population that Israelis are "more human" than Palestinians!
That's what would actually be required to forestall the end of history-- you'd have to reach a consensus, globally, that some people are not people. It's just not gonna happen.
