The involvement of the organization's leadership in Qatar in promoting terror activities is not being revealed for the first time, although senior movement officials often publicly deny it repeatedly as part of their efforts to protect Hamas's image before the international public.
As part of the investigation that exposed Mohammad Naim's responsibility in building the terror infrastructure in Vienna, additional information emerged about a meeting held in Qatar between him and his father, Basem Naim, a senior Hamas leader, last September. The timing of this meeting indicates possible involvement of the Hamas leadership in promoting terror in Europe while authorizing movement operatives to advance terror under their authority and jurisdiction.* The movement leadership's broad denials on the matter may only indicate a loss of control over its rogue operatives.
The investigation of Hamas's terror network in Europe is currently examining possible involvement of Hamas elements in Turkey in promoting the intentions of the attacks, some of which have been exposed.* This is in light of Turkey being a convenient operational arena for Hamas operatives in the past and present. As part of the investigation by European security and law enforcement agencies, in November last year, prominent operative Burhan al-Khatib was arrested in Germany after staying in Turkey, apparently after completing his operational activities on European soil.
The partnership of European security and law enforcement authorities in the global campaign against the Hamas terror threat reflects the growing international understanding of the escalating threat and their determination to thwart any Hamas terror activity on their soil. Additionally, there is an expansion of the fight by European law enforcement agencies on the legal-political level against incitement and extremism by Hamas and entities operating on its behalf, including associations and religious institutions used by Hamas for fundraising and recruiting terror operatives, as recently done in Germany.
