This goes both ways - you see the other side of it in China's deliberate recruitment of foreign semiconductor experts. Or, for that matters, the US doing the same with Taiwanese engineers with CHIPS. But by default, migration reduces tech gaps because migrants in a field move to where that field is most developed (ex India and Silicon Valley); it takes active intervention to reverse this.

The funny thing is, there's a celebration parallax here. Immigration diffuses away technological advantages is widely acknowledged when that's a good thing (ex global development) but virulently denied when it's a bad thing (geopolitics, China-hawking).
