Kota Neelima sits on Congress Working Committee, ex VP of Telangana Congress, simultaneously being a part of PROTO, a Delhi based company that controls selection of Indian journalists to receive foreign funding.

PROTO was founded in 2018 by fellows of the International Center for Journalists (ICFJ), a US (deep state) based org. that channelises foreign money to journalists worldwide.

Within months, PROTO became ICFJ's lead partner for all of South Asia.

The numbers expose the operation. ICFJ reported $11mn revenue against $17.2mn expenses in 2023, a staggering $6.2mn deficit. This organization survives purely on continuous external funding to channel money to operatives in target countries.

Goldman Sachs, Bloomberg, WSJ, Politico, most importantly – USAID and George Soros’ Open Society Foundations to work with OCCRP.

ICFJ works with the Global Forum for Media Development (GFMD), a Brussels-based coordination hub that brings together 200 journalism organizations across 70 countries. GFMD ensures all these efforts advance unified objectives against governments resisting Western control.

GFMD receives funding from the same sources: Knight Foundation, Luminate, and NED, the US govt entity that Russia, China and multiple countries expelled for supporting regime change operations and color revolutions.

Now understand the Congress connection - Kota Neelima, married to national spokesperson of Congress Pawan Khera, built an entire media ecosystem since 2017: Institute of Perception Studies, Rate The Debate, Hakku Initiative, and StudioAdda.

These platforms hosted 25-30 anti-BJP journalists between 2020-2025. e.g. Ashutosh (ex-AAP), Paranjoy Guha Thakurta (who wrote foreign-funded reports targeting Adani). They are likely to influence pre-screening of journalists for foreign funding.

Now comes the more problematic part- PROTO founder Nasr ul Hadi controls his journalist selection for South Asia while his brother Saif ul Hadi works with Jamaat-e-Islami Hind on their Vision 2040 initiative and also participated in violent CAA protests.

Saif ul Hadi teaches at Indian Institute of Islamic Studies, affiliated with Jamaat-e-Islami. He conceptualized and runs the Innovation Lab at Vision 2040.

And this connects foreign-funded media operations directly to Islamist political organizing in India.

Nasr channels foreign money to handpicked journalists.
Saif organizes Islamist activism on the ground.
Kota Neelima provides the Congress party infrastructure to prescreen and cultivate these journalists.

Between July 2020 and December 2024, ICFJ commissioned specific stories in India. Every single one focused on minority persecution, hate speech, bulldozer justice, CAA discrimination, removal of Muslim religious places under Modi government.

The editorial agenda- not so surprisingly- not one ICFJ-funded story examined Islamist violence against Hindus, forced conversions in Christian zones, demographic changes in Muslim majority areas, foreign funding of separatist movements, or opposition party communalism.

PROTO's network includes three BBC journalists (UK govt funded), journalists from The Wire, and representatives from Common Cause, an organization that lost its FCRA license for foreign funding violations recently.
