Schools are open tomorrow and Friday on a 2-hour delay

Always look on how DC could have responded better retrospectively. This combination of sleet/snow is new — scooping and moving snow is future focus

If you think people are frustrated, give them a ticket for snow that is hard to remove. Suspension of fines is not permanent, however.
