Alberta's ADAP transition requires disability recipients to prove their disability permanently prevents employment.

This is not coincidence.

This is a template.
This week administration released its final rule on Medicaid work requirements BURIED in the "One Big Beautiful Bill."

STARTING January 1, 2027.

PROVE 80 hours/month of work, volunteering or school.

EVERY month.

OR lose coverage.
"Medically Frail" exemption?

What advocates fought for?

Was deliberately defined around ABILITY to work, not medical condition.

Cancer patient who can TECHNICALLY work between chemo rounds?

Not exempt.

HIV positive, medicated, employed?

Not exempt.
Harvard HP prof Adrianna McIntyre noted that even technically exempt patients could lose coverage.

Due to paperwork complexity ALONE.

"A recently diagnosed cancer patient who is employed might lose Medicaid coverage due to errors in completing the necessary paperwork."
American Cancer Society and University of Chicago researchers projected:

- OVER 1 million missed screenings in two years.

2,300+ undetected cancer cases.

155 AVOIDABLE deaths from three cancer types alone.

48 patient advocacy groups called it "life-threatening."

Culling?
Now look at Alberta's ADAP transition.

Benefits restructured around capacity to work.

Qualification bar raised.

Transition period creates a clock.

Information asymmetry between what clients received and what stakeholders received.

Different country.

Same architecture.
UCP have documented ties to the same political networks currently implementing this in the United States.

The hamish marshall network.

The republican party of Alberta.

The centurion project.

To name a few.

Policy doesn't travel by accident.

It travels by DESIGN.
CBO projects 5 million Americans will lose Medicaid coverage.

Alberta has approximately 70,000 AISH recipients.

The HIV+Hepatitis Policy Institute director said it best.

"We will lose individuals from Medicaid, and many will become ill and die as a result."
This is not a prediction.

Not fear mongering.

Just calling out what is right in front of all of us.

Facts.

Sometimes LOUD facts, but all the same.

This is a warning.

And Alberta just sent the same letter to her disabled citizens.

Alberta sent AISH recipients a letter about the transition to ADAP.

That same month?

A separate FAQ document was distributed to stakeholders:
- hospital social workers,
- service providers,
- department directors.

NOT the same document.

This is what's different.
Client letter tells recipients the transition is automatic.

No action required!

What it does NOT clearly state:
- AISH max monthly benefit: $1,940
- ADAP max monthly benefit: $1,740

$200/month less.

Gap is covered by a transition benefit.

For some.

Until December 31, 2027.
After December 31, 2027?

To AVOID that cut, you must REQUALIFY for AISH.

The NEW AISH standard.
is something else.

A MUCH higher bar to regain AISH than before.

Those bylaws REQUIRE obeying your Department Head's scheduling.

Refuse a shift?

Lose your privileges.

Lose your career.

That's the hook.

EVERYTHING else hangs from it.
They can't legally FORCE a doctor to contract with a private business.

So they didn't.

They just CHANGED where your existing public shift takes place.

Same contract.

NO CONSENT required.
