Wonder what that loophole might be?

JUST KIDDING!

I FOUND IT.

Read on.

Please.
Meddings asked the right question.

"why would I pay for one if I had to wait 2 years - bet there's a loophole."

There is.

It's not hidden.

It's just never been put in writing where anyone could hold the government to it.
laGrange's "MD ordered ones are done first" is a talking point, not law.

Search Bill 29 (SA 2026 c9) top to bottom -

There is NO CLAUSE REQUIRING private facilities to prioritize doctor-ordered tests over self-referred ones.

That promise exists nowhere the Minister is bound by it.
What the bill actually gives the Minister

s.6.1 -
Minister may, BY ORDER, decide what counts as a "preventative health testing service" and set the rates.

Not regulation.

Order.

That skips the Regulations Act process entirely.

s.1.941 -
Minister "may" make rules on self-referral conditions.

May.

Not must.
And the document that would actually spell any of this out?

The Preventative Health Testing Services Benefits Regulation.

The one that lists which tests qualify

And what they cost.

Still hasn't been published.

Royal Assent was May 14.

Proclaimed by O.C. 268/2026 on July 22.

The rulebook everyone's supposed to trust?

Still DOESN'T EXIST PUBLICLY.
Even a "we'll prioritize MD-ordered" verbal commitment runs into a structural problem.

Private and public diagnostics pull from the same shrinking pool of technologists.

MULTIPLE MLAs raised this on the floor.

A promised queue order doesn't fix a workforce that's being pulled in two directions.
So Meddings is right not to pay.

The loophole isn't a secret clause.

It's the ABSCENCE of one.

This entire "we'll ensure" framework rests on a Minister's word,

An order she can issue or revise without coming back to this Chamber,

And a regulation Albertans still haven't seen.

There are your loopholes.

Be well. Be loud. Be love.

Second in the Series - April 23, 2026.

Morning sitting.

Second Reading opens.

This is where the real debate on Bill 29 actually starts.

Here's who said what.

Verified against the actual transcript.

These are not short.

Unroll at end for all.

Let's Begin.

🧵 Image
Sponsor - Hon. adriana laGrange, Minister of Primary and Preventative Health Services.

Moving second reading, her own words -

This bill reflects a clear and practical vision for health care in Alberta, one that is focused on access, grounded in evidence, and responsive to the realities facing Alberta patients today."

I'm going to disagree with her.
Her three stated pillars, verbatim.

Expanding preventative health testing access,

Improving timely access to essential medications "particularly for those living with addictions,"

And completing -

"the legislative framework required to support Alberta's refocused health care system."

Session One - April 13, 2026 (First Reading)

WOOP WOOP

Let's get boring! 😛

Will unroll at end.

Sourcing note: verified directly against the raw Hansard PDF (20260413_1330_01_han.pdf). Image
Starting the session-by-session series.

The actual beginning: April 13, 2026.

This is how Bill 29 entered the world.

Short thread,

Because First Reading itself is short by design.

No debate happens at this stage, just the introduction.

🧵
Minister laGrange's own words introducing it -

"This bill will enable Alberta's government to expand access to preventative health testing, giving Albertans more choice, shorter wait times, and better care.

It also amends several health statutes, keeping Alberta's health legislation on pace with real-world needs and functions."

Now that you know what Bill 29 actually does.

(If you don't, start with yesterday's thread on "How Bill 29 Actually Works")

How I'm going through the fight over it?

One Hansard session at a time,

Every debate,

Every vote,

Straight from the official transcript.

As dry as the reading may be.

What's coming and why.

Let's ROCK (lobster)!

🧵
Why go back through the debate at all, when the bill already passed?

Because HOW something becomes law?

Who argued what,

What got asked and never answered,

What passed on a recorded division vs. a simple voice vote?

Is a different story than just knowing it passed.

That story is sitting in Hansard, mostly unread.

Totally understand why.

Not the most exciting literature I've read.
One thing worth flagging up front?

Second Reading alone took THREE separate sittings across 19 days -

April 23, then May 5, then finally May 12.

That's three full days of floor debate on the core question, spread out.

Not one.

PREVENTATIVE HEALTH TESTING

Wrote this an article yesterday.

Performed poorly.

Alberta's Bill 29.

Health Statutes Amendment Act, 2026.

Is now LAW.

Royal Assent was May 14.

Here's what it actually does,

How it got there,

And what's still unknown.

Thread. 🧵 Image
Sponsor.

adriana laGrange, Minister of Primary and Preventative Health Services.

Three stated pillars, in her own words to the Legislature.

1) Self-referred preventative health testing

2) Faster access to addictions treatment medication

3) Legislative alignment for the AHS "refocusing" restructuring
The headline piece -

It creates a legal framework letting Albertans access certain preventative diagnostic tests -

Think imaging or bloodwork -

Through accredited private facilities WITHOUT a doctor's referral first.

Love As Structure

I am getting HAMMERED by the overlords, so I figured we'll throw some squish at them.

That'll learn 'em, eh? 🤣

Let's roll!
I sign off every thread with

"Be well. Be loud. Be love."

I want to actually unpack that today, because it's not a tagline.

It's the whole architecture underneath everything I do.
Love gets treated like a soft word.

Sentiment.

Something you feel, not something you build.

I don't experience it that way.

To me?

Love is structural.

The load-bearing wall, not the paint color.

REPOST:

This thread vanished overnight.

No notice, no explanation.

Found out through a follower before I even noticed.

So here it is again.

A legal opinion just landed on Parliament Hill saying Alberta's Bill 11 regulations do NOT fix the two-tier health care problem.

Unroll at end.
🧵
The opinion was prepared by lawyer Emma Phillips (Goldblatt Partners).

Released by the Canadian Health Coalition, alongside Friends of Medicare, Canadian Doctors for Medicare, and Action Canada for Sexual Health and Rights.

One or two important groups.
The conclusion, in their words.

"Even if these regulations are ultimately implemented, the legislation will continue to contravene the core principles of the Canada Health Act, including the requirements for uniform terms and conditions and accessibility, as well as the prohibitions on extra-billing and user charges."
