3/9 No municipality has better data? None monitor the unitised costs of the services they spend billions providing? #citymakingmath
4/9 Second, it's only half the story. Cost differences are not necessarily a big issue if revenues are raised equitably. #citymakingmath
5/9 Who is subsidising who? The report doesn't say (too sensitive for HRMs first regional planning effort). #citymakingmath
6/9 So, I figured out where these neighbourhoods are and calculated the tax revenue to compare against CPI inflated costs. #citymakingmath
7/9 Result? Neither household paid its own way. Not surprising as commercial tax base usually subsidises residential. #citymakingmath
8/9 But, based on my imperfect analysis, the subsidy received by the suburban archetype was roughly 7 times higher. #citymakingmath
9/9 Revenue (prop. tax) is tenuously related to servicing, so the distortion can be far greater than just the costs suggest. #citymakingmath
