Dominique Poydras said a group of protesters had surrounded sheriff's department cruiser, was throwing eggs at it. When driver attempted to leave, they knocked woman down.

Gov. Gavin Newsom kicks off his press conference with new COVID-19 numbers:
* 14,034 new cases
* 14,657 - seven-day average
* 9,881 - peak average back during the July surge
* In one to two weeks, California will probably experience another uptick in cases
* Positivity rate is 6.2% over 14 days
* California is ranked 39th in the states in regards to case rates
* 223,947average tests per day
Newsom said these numbers are concerning because we can expect around 12% of current cases will become hospitalizations in about two weeks.
NEW: Gov. Newsom is "pulling an emergency brake" in the state's county reopening blueprint, as well as "strengthening" California's mandatory mask requirement. About 94% of the state's population is being pulled back into the purple tuer.
The state is sounding the emergency alarms based on a "significant" increase in new cases, Newsom said. Counties will now move back into a more restrictive tier after just one week if their numbers are concerning.
Newsom said that California is prepared for this moment. The state has 11 surge facilities with a total 1,872 beds. PPE inventory includes millions of N95 and surgical masks, gloves, face shields, gowns and collection kits.

Newsom is at a flower shop in Sacramento for his noon press conference. He's acknowledging that for the businesses opening in Phase 2, the progress doesn't mean customers will return or that revenue will jump back to pre-covid days.
