Gov. Gavin Newsom kicks off his press conference with new COVID-19 numbers:

* 14,034 new cases
* 14,657 - seven-day average
* 9,881 - peak average back during the July surge
* In one to two weeks, California will probably experience another uptick in cases * Positivity rate is 6.2% over 14 days
* California is ranked 39th in the states in regards to case rates

NEW: Gov. Newsom is "pulling an emergency brake" in the state's county reopening blueprint, as well as "strengthening" California's mandatory mask requirement. About 94% of the state's population is being pulled back into the purple tuer. The state is sounding the emergency alarms based on a "significant" increase in new cases, Newsom said. Counties will now move back into a more restrictive tier after just one week if their numbers are concerning.

I'm in the Assembly gallery for the Committee of the Whole. It's the first time in a quarter century that the Assembly has used the process, which allows members to focus and discuss one topic without taking a vote. Today's topic: CA's dire state budget outlook. 76 members have scattered throughout the gallery, with some pocketed in corners or the press bay, others at their desks and in chairs scooted off to the side.

Right as his press conference is set to start, Newsom's office releases what California needs to do in order to modify the stay-at-home order:

1. Monitor communities through testing, contract tracing, isolating and supporting those infected or exposed. 2. Ability to "prevent infection" of at-risk people
3) Hospital and health systems have to be able to handle the surges
4) Have to "develop therapeutics to meet the demand"
5) Businesses, schools and child care centers have to "support physical distancing"

Ahead of his climate summit this week, @JerryBrownGov has signed SB 100, setting goal for 100 percent of California electricity from renewable sources by 2045. He has also signed an executive order for the state to achieve carbon neutrality, also by 2045. “Today California sends an unmistakable message to the nation and the world,” @kdeleon, who authored SB 100, says. “Regardless of who occupies the White House, California will always lead on climate change.”
