While the population of SSC never wished for a war and would have wanted to live in peace with their neighbors, the barbarity of the Somaliland militia has to be confronted.

1. Two agendas fiercely drive Ethiopia's political strategies in the Horn of Africa, and the recent MOU goes well beyond mere strategic considerations of a port and a naval base:

a. Keep Eritrea weak and isolated
b. Maintain the status quo in post-civil war Somalia 2. Weaken Eritrea and prevent any economic progress so it can remain isolated, pliant and implode so Ethiopia can have its picking. Many examples exist in the last three decades when various Ethiopian regimes pursued this policy.

1. Somalia’s revenues mostly comes from:

It can diversify its revenues away from customs duties to more of sales taxes, individual taxes, property taxes, etc. 2. The integration takes a long time and it is not one size fits all. A gradual integration would be prudent for Somalia and here are my earlier recommendations:

There is no strategy.

Early on, during the uprising of the LA residents, SL tried the divide-and-rule strategy by attempting to buy favors from certain sections of the SSC population. 2. Divide-and-rule was SL's best strategy; however, after several years of unresolved and horrific targeted extrajudicial assassinations of nearly 150 prominent people, which have caused an imaginable upheaval and embittered the SSC community, this strategy collapsed.

1. Is Somalia ready to be member the East African Community (EAC)? I will examine the pros and cons and multitude of questions that should be pondered are, among many. 2. Would Somali's fragility--political, economical, and social--put it in a weak position and negate any benefits derived from the EAC?

Around 74% Somali's budget comes from international donations (see last thread) and if Somalia is going to cover its budget as the @SomaliPM pillars indicated, it needs reckoning. 2. 25% ($230 million) of the budget goes to the Ministry of Labor and Social Affairs which manages myriad of social services such as Baxnano.
