Does Biden have the “most progressive record” of any candidate that is running for 2020 Dem primary?

No.

On LGBTQ rights:

Biden supported same-sex marriage only in 2012.

Bernie was defending gay members of the military way back in 1995 during a House debate. On the 1994 Crime Bill:

Biden vigorously supported it when he was in the Senate.

Bernie also voted for the bill but it is because of the inclusion of the Violence Against Women Act. If said Act was not included, Bernie would have absolutely voted against the Crime Bill.
