I had the misfortune to come across this tweet this morning, did a little reading, and am compelled to comment.
The tenants had lived there for some years. Indeed if you can bear the fire video, it looks like they’d been there for a long time. The wife suffered from Parkinson’s and dementia, which means that her husband was her caregiver.

California gets credit for its policies limiting COVID infections. It shouldn’t. It limited them among richer, whiter people. But “essential workers” likely suffered as much infection and death as the same workers in Florida and Texas. CalOSHA was nowhere to be found.
We killed grocery workers, line cooks, farm workers, manufacturing workers, warehouse workers, nurses, doctors, hospital cleaners...
