OpenAI submitted their policy proposal to the US government this morning. They directly link fair use with national security, and said if China continues to have free access to data while 'American companies are left without fair use access, the race for Al is effectively over.' NVIDIA has built a 2.5 billion parameter audio model called Fugatto that generates music, voice, and sound from text and audio input. Sound inputs become completely mutable. It can change a piano line to a human voice singing or make 'a trumpet bark or a saxophone meow. For anyone who hasn't been tuned into all this, some of the language in yesterday's National Security Memo probably seemed a little surreal. The shift in tone began about six weeks ago, after the infrastructure meeting at the White House on September 12th. That was the same meeting where Sam Altman proposed his 5GW datacenter plan. Whatever was said in that room had an immediate effect. This culminated in the NSM, but there's been similar language for weeks now; when it comes to energy and recruitment, do whatever it takes.

The Three Mile Island nuclear plant is being restarted. All 835 megawatts will go to power Microsoft's data centers. OpenAI and Los Alamos National Laboratory have formed a partnership to study model bioscience capabilities. Los Alamos has also established AIRTAG the AI Risks and Threat Assessments Group. GPT-4o, with Voice Mode enabled, will be used in lab to assist bioresearch.

GPT-4 demonstrated superior performance over humans in 6th Order ToM inferences, suggesting that increased model size, instruction fine-tuning, multimodal capabilities, and word comprehension - or interplay among all of these - contribute to its ability to model mental states.

Apple is on the hunt for training data, offering $50 million contracts for access to text archives. Ironically, the better your historic stance on user and internet privacy, the worse your training data position currently is. No good deed, I'm afraid. So many things were happening during the summer that most people probably missed it.

JPMorgan and Morgan Stanley are both developing custom, sector-focused LLMs for investment advice. JP Morgan has applied to trademark 'IndexGPT' in May. Morgan Stanley appears to have been working with OpenAI on their internal LLM since the launch of GPT-4. We should get an announcement resolving this one way or the other today, maybe even in the next few hours. I have short timelines, but I don't think this was actually about AGI. I think Sam failed an economic witch test. He had multiple hardware deals in progress. I think the board learned the details, were shocked at the scope - that's the candor part - and felt he was using the OAI name to fundraise. For the people already uncomfortable being in bed with MS, it was too big a transgression.
