Peat extraction, a meta-thread

No one is suggesting that the PD Bill 2020 attempts to revive the legislation for large-scale peat extraction that was struck down by @FIEIRELAND in 2019

The PD Bill revives the substitute consent process that was the peat co’s fallback option. 1/ Agreed - PD Bill has no effect on planning status. Rather, it creates a route to obtaining planning permission for the peat cos; a route - previously closed - that will allow them to restart extraction if they obtain substitute consent, planning (all) & EPA licence (all -BNM). 2/

The govt is rushing through a Bill today that could help restart industrial peat extraction during a climate & biodiversity emergency. THREAD Peat companies in 🇮🇪 were counting on the ‘substitute consent’ system as their escape hatch when they were told by the High Court they all needed planning permission.

That was until the Supreme Court effectively struck down the substitute consent system over the summer:

THREAD on why the 🇮🇪Programme for Government’s 7% per annum (average) GHG emissions reduction over the next decade emphatically does not represent Ireland’s fair share or climate justice.

Touches on rights-based litigation too. 1/ In 2019 UNEP said that a 7.6% reduction per annum (*global average*) was needed to limit warming to +1.5C, *assuming massive CO2 removal* somehow later this century.

But 🇮🇪 has the 3rd highest emissions per capita in the EU & has contributed disproportionately to the problem. 2/

Understanding @teagasc’s role in Ireland’s failure to reduce GHG emissions is important & requires delving into the history books.

This line - “We were always wondering when the whistle would blow on climate change” - is best understood in its historical context. THREAD/1/ In 1991, @teagasc (w/UCD) prepared the ‘Agriculture’ chapter for an influential report: “Climate change: studies on the implications for Ireland”

The key conclusion? Irish agri production would be *enhanced* by climate change, “perhaps even to a disproportionate extent”. 2/

1/ For those travelling to the Four Courts in Dublin to hear judgment delivered in @climatecaseire today (or just interested from afar), here’s a bit of background to the case & what to watch out for in court. 2/ The case was born of a frustration with court challenges to fossil fuel projects. Successful project challenges tend to be procedural, owing to the nature of judicial review as a remedy.

Some very significant decisions now being handed down by An Bord Pleanála regarding peat extraction & the climate/biodiversity crises.

First its refusal to allow West Offaly peat power station to continue operating post-2021. Now this week this. THREAD/ The photo shows Ballynafagh raised bog Special Area of Conservation near Prosperous in Co. Kildare.

It’s one of the most important & rare peatlands in Europe but as you can see it has been very badly damaged by turf cutting, conifer plantation, associated drainage & fire.
